* Leads and undertakes all project control activities on Contracts and Proposals, relating to planning and scheduling, cost estimating, cost budgeting and control, document control and contract reporting, to ensure accurate project control within the time and budgetary parameters and detailed data sets tracking and recording project progress. Other duties will include responsibility for the administration and control of personnel authorisation, contract administration requirement management, trend and change management, benchmarking, project risk management, as required by the specific project as well as continuous improvement of systems and reporting as well as the development of project control staff.
* Developing and leading a team of project controls professionals across the Europe, Middle East and Africa region delivering best in class project controls capabilities covering cost control, planning and scheduling, change management, risk management and document control.
* Standardising the approach to activity in respect of project planning, cost control and estimating across the region providing consistent, reliable and quality data sets to allow the business to properly manage all activities across the Petrofac suite of services and contracts.
* Identifying, managing and reporting on key risks and issues.
* Ensuring that periodic contract audits and reviews are supported in conjunction with functional leads and management.
* Develop and sustain professional working relationships with clients and internal support functions.
* Ensure project controls discipline activities operate within company project governance guidelines and ensure compliance with appropriate functional processes & procedures, systems requirements and reporting.
* Ensure funding is in place for all work performed including management of change and associated increased funding.
* Maintain awareness for the business leaders on project cost and planning performance against budget and schedule; analyse potential changes; recommend corrective actions including follow ups to ensure and govern best practise project control.
* Ensure the capture of project Close-out information and share with project to enable recycling of data and benchmarking to improve estimating.
* Ensure that full commercial close out is performed on all work scopes through project control teams including CTR/jobcard management and supplier PO management.
* Ensure where applicable all supplier planning and cost data is provided to be included into the master contract data and reporting and progressed appropriate to allow Petrofac to manage performance and control activities to protect Petrofac's overall performance.
* Ensure Project Management and their teams are aware of, and comply with, the project control requirements set out in the client contracts and that they are delivered.
* Analyze the project data and communicate the project performance to all stakeholders in a clear and timely manner across the portfolio.
* Ensure preparation of project control contract plan(s) in line with the project execution plan(s).
* Provide input to the project start-up processes, establishing the necessary systems and basic work process for project execution and reporting.
* Where applicable on the relevant contracts, ensure the establishment of project baseline and project status reports in accordance with project execution and client requirements, managing and reporting on deviations and rebaselines / revision control.
* Overall responsibility for the project planning and scheduling activities, to ensure the planning is in accordance with internal and client requirements through the application of appropriate processes, to understand the project deliverables, milestones, and required tasks and targets using the project measurement system(s).
* Prepare and maintain project schedules and monitor progress to achieve on time or earlier deliveries to keep the project on schedule including revision controls.
* Overall responsibility for the project cost control, directing the preparation and maintenance of project cost control status and review/verify cost control forecasts.
* Oversee and be responsible for the implementation of the project master schedule and monitor progress of the work, for timely execution of the project.
* Oversee and be responsible for the development and management of the project progress measurement system, including project progress S curves, resource histograms and schedule analysis reporting.
* Oversee and be responsible for estimation of contract budgets for input to costs and schedules for proposals.
* Oversee and be responsible for the input to the project risk management process across the portfolio.
* In conjunction with the Project Manager, ensure project controls teams establish a project / contract WBS, job-specific code of accounts, project progress monitoring and control, and document control processes, forming the basis for detailed level project control and reporting.
* To support Sales and Proposal groups in the preparation of proposals.
* Develop, maintain and be responsible for all systems and procedures for the project control department on the project covering Cost, planning and scheduling, Change, Risk, Planning and Document Management.
* Anticipate and resolve any project control issues, bottlenecks or scheduling conflicts, preventing the timely delivery of the project.
* To establish and maintain a trend and change control system. Be fully accountable for ensure proper evaluation of change notices, determining cost and schedule impact on all affected areas.
Degree qualified (preferably in Construction/Quantity Surveying/Business degree).
* Knowledge of Project and contract execution, including all elements of project control and how to plan project control activities for project phases e.g. FEED and Detailed Design / EPC.
* Ideally experience in similar roles across O&M / EPC and Drilling activities.
* Knowledge of cost control and planning techniques.
* Excellent communication and presentation skills.
* Self-starter with the ability to work under own initiative and meet tight deadlines.
* Proven client interaction.
* Computer literate in Microsoft Office especially Excel.
* Good understanding of project delivery processes and when and how to apply them.
* Experience with project controls systems and their implementation and development.
