National Highways have an excellent opportunity for a Highways Inspector Team Manager to join our Service Delivery team within Operations in the North West region. The Highways Inspector Team Manager will provide management and direction to a team of Highway Inspectors to ensure delivery of a high-quality service that meets the requirements of National Highways special defence under Section 58 of the Highways Act.
Please note that this position will have on duty responsibility and may be required to work unsociable hours.
You will be required to drive as part of your role and you will need to have a full driving licence, with no more than 3 points, to be considered for this position.
What you’ll be leading on
1. Ensuring the health and safety needs and wellbeing of customers and employees are fully considered and accounted for throughout the planning and delivery of each service activity.
2. Providing line management for a team of Highways Inspectors, ensuring timely setting of objectives, performance management reviews, and development of appropriate succession and development plans.
3. Managing the utilisation and allocation of team resources to ensure appropriate resourcing levels for all the activities in scope, including managing duty responsibilities for highway asset advice at incidents.
4. Managing the development and delivery of inspections schedules in line with agreed timescales, budgets and procedures and to ensure that all inspection findings are recorded in the relevant systems and meet data capture standards.
5. Facilitating positive and collaborative ways of working with internal and external stakeholders, such as Traffic Officers, Network Planners and 3rd party supply chain, in order to share knowledge, plan and maximise the use of network occupancy and available traffic management, and ultimately contribute to the overall customer experience.
6. Contributing to joint performance reviews with 3rd party Service Providers and internal colleagues (. Planning and Development, Programme Delivery, Service Delivery and Quality & Performance Assurance teams) to understand performance trends, identify risks, root causes for performance issues and develop remedial action plans.
7. To be available for on duty responsibilities, attending incident sites and providing advice.
8. Decides on immediate interventions required to address defects and safety concerns.
To be successful
9. Registered on the Institute of Highways Engineers Register of Highway Inspectors having completed the LANTRA training and assessment for Highway Safety Inspection and/or Highways Inspector City and Guilds qualification / qualification as NRSWA supervisor or equivalent.
10. Member of the Chartered Institution of Highways and Transportation (MCIHT) or Member of the Institute of Highway Engineers (MIHE) or equivalent membership of professional institution (Desirable)
11. Knowledge of New Roads and Street Works Act with extensive experience in Highways Inspection
12. Experience in data collection and use of data capture devices
13. Understanding of the functionality of highway asset components applicable to the work being carried out and, where relevant, some general knowledge of specialist asset types
14. Experience of providing quality customer and stakeholder liaison
