Finance Service Manager\n\nResponsible to: Assistant Director or Head of Service\n\nTo be responsible for the operational and/or professional management of a service with defined service management responsibilities.\n\nCCAB qualification\n\nJob Purpose:\n\nTo ensure the Cabinet’s political vision and priorities are translated into delivery and its values are embedded at all levels of the service.\n\nTo assist with the planning and direction of the service area.\n\nPrincipal Accountabilities\n\nTo be accountable for the service performance and/or professional management of a service with defined management responsibilities and to establish clear business goals whilst ensuring it is delivering value for money and positive outcomes for people.\n\nTo contribute to meeting the priorities by ensuring the delivery of quality, consistent and value for money services through effective service and business planning, budget and performance management.\n\nTo contribute to meeting political and financial objectives by leading and encouraging the innovation of service delivery methods and improvements through active engagement with councillors, staff, trade unions, service users, communities, schools, partners, providers and businesses to improve outcomes.\n\nTo lead, develop and empower staff to support their personal achievement and contribution to the delivery and service objectives.\n\nTo contribute to the statutory functions of the service.\n\nTo carry out specific corporate roles and assignments and such other duties as appropriate in the role.\n\nPerson Specification\n\nPlease note that it is absolutely essential that in your expression of interest you give evidence or examples in each of the appointment criteria listed under Part One of the Person Specification. At interview, these responses will be further developed and discussed along with elements in Part Two of the Specification\n\nExperience\n\nTrack record of assisting in the leadership of a major service area that has delivered successful outcomes through collaboration, engagement and enablement of staff, service users and other stakeholders.\n\nEvidence of playing a role in transforming the delivery of a service through strategic leadership, collaboration across services, partners and innovative change.\n\nExperience of establishing, maintaining and leading a high performing outcomes focused team, developing staff potential and addressing underperformance and inefficiency.\n\nExperience of providing financial advice and guidance to senior managers and elected Members on local government finance and projects.\n\nSkills, knowledge and aptitude\n\nWell-developed technical, professional and legislative knowledge and understanding of national policies, statutory requirements, relevant frameworks and accountabilities in relation to local government finance.\n\nAble to work effectively in a political environment with a high degree of political awareness and sensitivity, providing clear professional advice and rationale.\n\nEstablished networks of influence which can be harnessed to support the work.\n\nCCAB qualification\n\nSkills, knowledge and aptitude\n\nEvidence of an open and collaborative style which values the contribution of others and motivates and enables them to achieve their potential and make a difference.\n\nAble to analyse financial information and complex issues within a political environment utilising an evidence-based approach to understand the issues and work cooperatively to help service users meet their needs.\n\nAble to be creative and innovative in delivering outcomes with a clear understanding of the values at the heart of how services and outcomes are delivered.\n\nExcellent written and oral communication, presentation and critical influencing skills that can engage and facilitate collaborative working with a diverse range of audiences.\n\nPersonal and professional credibility with all stakeholders including service users and staff, partners, providers and elected members that inspire confidence in the service .\n\nBusiness acumen, and financial and risk management skills and a track record of transformation of services to deliver improved value for money and more efficient ways of delivering outcomes.\n\nApplication of financial strategy in order to meet local government budgetary challenges.\n\nDisposition\n\nDisplays a personal commitment and leadership approach to delivering the council’s values of:\n\n * Ambitious\n\n * Fair\n\n * Proud\n\nSpecial Requirements\n\nAble to work whatever hours are reasonable and necessary.\n\nInterested Please apply
