It will include delivering and embedding new functionality and realisation of benefits identified within the supporting business case. The post holder will ensure the outputs from the programme are aligned to the wider Clinical Transformation programme and ensure appropriate engagement is achieved with the clinical teams. This will include leading the implementation of service development and improvement through a structured programme approach and ensuring the Trusts Improvement Strategy (4Ward Improvement System) is embedded with the programme. The postholder will be responsible for proactive intervention and decision making to ensure that the programmes and projects within them stay on track. The post holder will lead the co-ordination and monitoring of the programme in a complex-change environment and adapt to strategic objectives. This will include the development of a reporting framework to suit this suite of complex and interdependent projects and programmes. Providing assurance on delivery to the Trust Board (via the approved governance structure) will be a key priority. The post holder will need the ability to work flexibly and effectively with a range of individuals and groups to create strong and trustful relationships to manage issues/risks, conflicts, priorities, dependencies and communication to deliver the overall programmes in line with the Trusts Digital Strategy and EPR deployment plans. As part of this deployment the post holder will be responsible for the delivery of multiple and varied projects and programmes to support the delivery of the Electronic Patient Record. Responsible for designing, developing and ongoing maintenance of the programme structure and governance arrangements to deliver sustainable service improvement in line with strategic objectives. Planning the programme and monitoring its overall progress and performance. In addition, monitoring the progress against all detailed project plans, including dependencies and interfaces between different projects and programmes within the Trust. Lead and manage the effective co-ordination of the projects and their dependencies/interfaces, analysing any conflicts between projects / programmes and taking corrective action to resolve these. This can involve conveying contentious information and negotiating agreements to enable on-going progress Manage external technology partners to the Trust and ensure alignment of resources across the key suppliers to maintain momentum. Drive the programme to deliver key milestones within agreed timescales and overall delivery of the programme, demonstrating achievement of outcomes / business change in accordance with the programme plan and governance arrangements. Manage stakeholder contributions to the programme, ensuring regular contact and communication with national reporting as required. Develop processes to identify risks and issues and once identified, mitigate and manage risks and issues effectively. Manage changes to the overall plan through a formal change control process. Initiate discussions to agree additional actions and / or other management interventions wherever gaps in delivery of the programme are identified, or issues arise. Production and delivery of a programme level reporting framework. To include production of summary and detailed reports regarding programme delivery within the Trust, including Trust Management Board. These reports pull together a complex range of projects for service development and improvement work. Manage the programmes budget, including recurrent and non-recurrent revenue and capital funding, monitoring the expenditure and being pro-active in making recommendations regarding expenditure. Facilitate the appointment of individuals to the EPR Programme Team and manage staff in line with HR Policy. This involves day-to-day management of senior staff ensuring appropriate allocation of duties and dealing with appraisals, training, grievances and disciplinary actions as required. A matrix management approach will be required where members of the team reside within other departments. Working with colleagues across the policy programmes of NHS Digital Frontline Digitisation to identify areas where technology, systems and models of care can deliver improved access and outcomes to the EPR for clinical teams Manage the relationship between the business-as-usual work and the Digital Programme in order to manage the overall EPR journey within the Trust. Manage the relationship and dependencies between other initiatives included within the Trusts programmes such as Quality Improvement and Transformation. Responsible for the quality assurance and overall integrity of the Digital programme. A diplomatic approach will be required to maintain relationships during a period of major change.
