Job Description:
The post holder will be an integral part of the South West Provider Collaborative commissioning function providing operational and quality oversight in conjunction with the Head of Service. The post holder will work with the Senior Case Managers to ensure safe and effective care pathways are in place for all service users in specialised mental health, learning disability and autism care settings, within NHS and independent sectors for the region's population.
Main duties of the job
The post holder will (not exhaustive):
1. Deputise for the Head of Service.
2. Work with the senior case managers to provide leadership and senior pathway advice to support the quality of care and experience for service users in specialised services; this includes holding a small defined caseload.
3. Manage a group of case managers within SWPC and any other staff deemed appropriate.
4. Work closely with wider mental health (NHS & Local Authorities) and statutory bodies across the region in terms of pathway management and interfaces as well as supporting service developments and improvements.
5. Maintain a strong quality & safety monitoring and oversight function for all of the specialised services within SWPC.
6. Support the business in driving transformation as well as value for money in planning, commissioning and service delivery.
7. Define current processes, facilitate discussions and advise colleagues on best practices in the definition of future processes, document those processes as they are agreed and oversee their delivery.

Person Specification
Qualifications
* Educated to master's level or equivalent level of experience of working at a senior level in specialist areas.
Experience
* Evidence of post-qualifying and continuing professional development.
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
* Must have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations.
* Hold current accreditation with relevant professional body.
Knowledge
* Detailed knowledge of legal issues pertaining to specialist services, including MHA 1983, aftercare under supervision, sex offender legislation, probation orders and life licence, Ministry of Justice procedures and child protection legislation.
* Extensive knowledge of one or more specialist areas, acquired through postgraduate diploma or equivalent experience or training, plus further specialist knowledge or experience to master's level equivalent.
* Such specialist areas will be:
* Adult Secure - Mental Health / Learning Disability / ABI
* Child and Adolescent Mental Health Services (CAMHS) including secure
* Eating Disorders (Adults/CAMHS)
* Other specialist areas
* Extensive knowledge and experience of risk assessment and risk management.

* Development and maintenance of therapeutic alliance and communication with service users and their families/carers.
* High-level management skills, able to perform at a high level in a provider setting, holding services to account and ensuring effective use of NHSCB resources.
* High-level communication skills across a range of agency and professional boundaries at a national level.
* Must be able to provide and receive highly complex, sensitive or contentious information; negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
* Ability to negotiate on difficult and controversial issues including performance and change.
Analytical and Judgemental Skills
* Ability to analyse complex facts and situations and develop a range of options.
* Takes decisions on difficult and contentious issues where there may be a number of courses of action.

* Experience of researching best practices and interpreting their relevance and processes/practices which could be implemented successfully to achieve system reform (advising on policy implementation).
