Job Details Protective Services is a key service which aims to safeguard the community by promoting safety and ensuring compliance with regulations through Environmental Health; Trading Standards and Building Standards. Protective Services has a vacancy in its Environmental Health (Public & Environmental Protection Team) for one permanent Technical Officer (Private Housing Standards) to assist the Service Manager (Environmental Health Public & Environmental Protection) and Lead Officer in the discharge of the relevant Private Housing Standards functions. The successful candidate will be based in the Water, Caravans and Private Housing Standards Team but may be required to carry out roles to support other related teams. You will be required to work on your own and with other team members to carry out the functions and duties of the team. You will also work with and refer to a range of other Council services and partner organisations. Given the nature of the work, there may also be a need, on occasions, for working outwith normal office hours. The post has a focus on a range of frontline private sector housing functions including:- Undertaking technical inspection; checks; investigations and enforcement. Providing technical support to Fife Council’s Housing Services Private Rented Sector Team which includes the Landlord Registration function. Substandard housing including Below Tolerable Standard (BTS) housing and houses in serious disrepair. The investigation of common repair issues and tenant complaints relating to unresolved repairs. Playing an essential role in Fife Councils ‘Scheme of Assistance’ which aims to inform home owners of information, advice and assistance available from Fife Council and its partners to encourage them to take more responsibility for the condition of their homes and to encourage repairs, maintenance or improvements to ensure that private housing in Scotland is kept in a decent state of repair. Supporting Fife Council’s Local Housing Strategy Priority 4-A Quality Home which relates to people living in good quality housing conditions and in well-managed rented housing. The work centres on having an investigative, technical, problem solving, disciplined, judgement making and risk management-based approach. Travel expenses will be paid - we pay 45 pence per mile to staff using their own car. Pool cars are also available. Access to, and support with, training opportunities for the job. The Person Educated to SCQF level 8 or Higher, which includes HND or SVQ level 4 or equivalent HND (e.g. Building / Housing / Construction/ Environmental Health). Have excellent listening and persuading skills and be able to provide information and advice effectively. Experience of dealing with sensitive and/or confidential issues. Discretion is essential. Be able to demonstrate knowledge in building/housing construction (including traditional and historic construction). Be able to demonstrate experience of and competence in inspection and the identification of defects/solutions relating to the required responsibilities of the role and be competent in the interpretation of architectural plans. Be able to demonstrate a high level of knowledge, experience and competence in the areas of private housing standards including an ability to interpret and apply legislation and also to keep up to date with private housing issues. It is expected that the successful candidate would also be able to demonstrate an ability to methodically analyse/risk assess/research problems and situations using knowledge, experience/legislation and guidance to identify implications and solutions. Be able to work in a disciplined manner commensurate with supporting legal processes and potential enforcement action; work holistically, flexibly and in partnership and be motivated to improve private housing conditions for owners and tenants and the communities of Fife. A willingness to work varying hours to accommodate workload and service demand. Demonstrate good IT skills. Before confirming to your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.
