A very exciting opportunity has arisen for a Technical Procurement Specialist to join us to support our ambitious plans for our Hertfordshire and West Essex ICS sharing of digital records.
HWE ICB have agreed an ICS wide transformation project to support system recovery through patient centred care, interoperability and efficient delivery of care which will benefits all providers across multiple pathways. Our plan is to procure a digital platform this financial period, which will share personalised care plans for our population and beyond into neighbouring ICS' including into London. The initial priority is the implementation of digital advance care plans for our frail and end of life patients and then expand to other cohorts.
As the Technical Procurement Specialist for the Hertfordshire and West Essex (HWE) ICS, you will continue to support the ICS Digital Transformation team to bring together information from the records held by the different health and social care organisations that our population receive care from. This allows health and care professionals to access a real-time summary of key information, safely and securely as they deliver care to our population.

Main duties of the job
* Network and communicate with senior stakeholders across organisations and proactively seek out opportunities for digital transformation
* Maintain a comprehensive register of systems in place and work with system partners to ensure our collective infrastructure remains current and within suppliers' support periods
* Analysis of MOSCOW requirements to ensure and demonstrate solutions meet key requirements
* Writing detailed design specifications in support of the programme solutions
* Exchanging specialist information with colleagues from similar and other disciplines including providing key specialist advice
* Chairing system wide meetings for procurement activity in line with the timescales outlined in the procurement programme plan and delegating actions where required
* The post is responsible for providing professional procurement expertise and owning all procurement activity end to end for the Digital Directorate across the HWE Integrated Care System (ICS)
* The post holder will define the requirements of the digital expectations for procurement processes, facilitate discussions, advise colleagues, implement best practice, document agreements, and oversee overall delivery

Person Specification
Knowledge Training & Experience
* Experience of substantial leading digital procurements such as EPRs, shared care record or equivalent
* Extensive knowledge of technical and procurement specialist areas, acquired through postgraduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
* Experience of undertaking all procurement activities in full accordance with legal (legislation, commercial and contract law), environment and sustainability requirements
* Experience of managing, facilitating and leading the stakeholder/provider interfaces for a number of trusts, including regular face to face meetings in preparation for a technical/digital procurement
* Experience of translating technical and functional requirements into procurement evaluation criteria
Communication Skills
* Use highly developed influencing skills to engage with key stakeholders at all levels within all parts of the organisation in order to facilitate participation in identified procurement activity.
