These roles sit with the National Valuation Unit (NVU), which is a dynamic specialist branch of The Chief Valuer Group delivering valuations for the most complex and high value properties across England and Wales.�

This position encompasses both technical surveying and leadership responsibilities, primarily focusing on the delivery of complex non-domestic casework. Additionally, the role involves supporting the Senior Management Team in transferring skills across the sector to enhance overall capability.

Chartered Surveyor � National Lead � Role Overview
This position offers a unique opportunity to make a substantial impact on national valuation practices while collaborating with industry-leading professionals. You will play a crucial role in shaping the VOA's approach to complex valuations, ensuring fairness and accuracy across England and Wales.
As key members of the leisure and civic team within the NVU, you will deliver expert technical advice, direction and support at the highest level of complexity for a diverse portfolio of classes. A particularly important aspect of the role will be ensuring that consistency of approach is adopted across the VOA network allowing you to make a significant contribution to the performance of both NVU and the VOA as a whole.�

�Chartered Surveyor � National Lead � Key responsibilities�
1. Delivery of complex Non-Domestic Rating casework within defined national classes.
2. Providing technical leadership, guidance and support to NVU caseworkers and across the wider network.
3. Leading group pre-challenge review schemes (GPCR�s) and other forms of central discussion.Providing overall leadership of relevant Class Co-ordination Teams (CCTs).
4. Supporting and driving the delivery of the Revaluation Programme, including (but not limited to) evidence gathering/analysis, writing practice notes and leading central discussions on prior agreement.
5. Provide expert witness and advocacy in complex litigation at Valuation Tribunal England/ Wales (VTE/VTW) and Upper Tribunal (Lands Chamber) - UTLC and beyond.
6. Undertake Peer Review and RV Assurance as required on complex, high risk or high profile valuations.
7. Reporting to stakeholders up to and including Ministerial level where necessary.
8. Liaising with Strategy & Policy and Communication teams on politically sensitive issues, media interest and in respect of large RV changes.
9. Supporting the National Valuation Unit management team in the delivery of the Unit�s and the Business Stream�s objectives.

You will have the ability to confidently lead high value specialist classes through revaluation and defence.
You will have strong leadership skills with the ability to engage with, and influence, stakeholders at all levels.�
Essential Requirements
10. MRICS/FRICS or IRRV(hons), qualified in the valuation or real estate pathways.
11. In depth technical Rating knowledge with the ability to interpret and apply legislation and case law, particularly relevant legislative and common law frameworks.
12. Excellent communication skills with the ability to deal with a wide range of customers, and stakeholders and present complex details clearly at Tribunal.
13. Strong analytical and judgment skills in interpreting a range of evidence to provide relevant advice and reach sound conclusions.
14. Understanding of the commercial, economic and policy environment to inform decision making.
15. Strong stakeholder management and influencing skills - to use high levels of negotiating, consulting and interpersonal skills to achieve co-operation over mutually acceptable solutions.
16. Be able to lead, motivate and inspire others to deliver results.
17. Good report writing and presentation skills.
18. Able to demonstrate a personal and professional commitment to the profession, keeping technical knowledge up-to-date and using it to provide advice and guidance to others.
