Key Responsibilities Service Planning/ Improvement: Contribute to the Divisions capital planning process ensuring integration with the Divisional implementation plan, including the utilisation of facilities and equipment, their repair and maintenance. Undertakes audit work to facilitate service improvement and collates and presents research results. Source, collate and present the specific information necessary to ensure the delivery of all targets specific to the Division. Implement systems to enable early identification of potential capacity problems, to prevent breaches of National Targets. Support Patient Service Managers to implement service improvements within the Division to ensure that resources are utilised effectively and efficiently and that the patient experience continues to improve. Support the Divisional Team to ensure that: o National NHS requirements/guidance are fully met/implemented. o The delivery of the Trusts business strategy and plans. o Full compliance with clinical governance. o Sound financial management and adherence to expenditure and income. o The delivery of the Trusts equality and diversity strategy. o Achievement of key performance indicators. Management of Resources: To support in the management of resources in conjunction with the Patient Service Managers, including the organising and managing of resources to deliver performance against corporate objectives and national targets, within the available resources. This will include: o Supporting the monitoring of performance against plans, utilising appropriate information systems are in place to keep the Division, Consultants, Specialties and the Directorate appraised of significant changes. o Identifying variances and, in conjunction with the PSMs taking the necessary steps to resolve them within the agreed timescales. o Production of monthly performance reports, which will be presented to the monthly bilateral meetings with the Executive Team by the Division. Provide the appropriate level of support to the Division, Divisional leads and Clinicians necessary to maintain a continuous awareness of all budgetary issues. Staff Management To support the management of all non- medical staff in accordance with the Trusts Human Resources policy and performance managing framework, including appropriate sickness absence management. Utilise effective rota planning to enable the proactive resourcing of the Divisions staff. As required actively contribute to Divisional KSF appraisal and performance monitoring process. Support the Division in ensuring compliance with the human resources legislation, NHS standards and Trust policies. In the absence of the medical staffing co-ordinator to liaise with the PSM to coordinate the availability of medical staff to ensure patient activity is not cancelled. Commissioning and Marketing: To assist the Division in: Ensuring that accurate recording, collation and monitoring of patient activity is achieved in conjunction with the Information Service. Support the provision of feedback on contract/ SLA performance to Divisional colleagues as necessary. Performance Management Support the Division in ensuring that agreed National and local standards of performance are achieved. Support the Division in developing culture of performance management through the use of KSFs and monitoring Divisional performance. To take a supporting role for managing medical outpatient department, PTL and 18 week target to ensure full compliance supported by the Division. To attend the weekly PTL and SLA meeting. Governance The post holder will support the Division in the delivery of organisational structures within the Directorates to deliver an effective governance framework. This will include: Engaging in risk assessments processes where appropriate. Maintaining incident report systems where relevant. Effective documentation of untoward incidents. Fostering a climate of openness in which errors or any other problems can be reported and changes made as a consequence. Investigating complaints and responding within 20 days. Ensuring all staff has Personal Development Plans to meet their training and development needs. Learning from incidents and complaints and ensuring that action is taken to address any shortcomings identified. Working with the Trusts internal and external auditors to ensure that any recommendations have a timely response and actions plans are developed and implemented to address the concerns. Implement a standard framework to investigate all complaints / incidents using the Root Cause Analysis model across the Division.
