Emergency Planning and Resilience Manager

The post holder will be responsible for leading emergency and resilience planning across Surrey and Borders NHS Foundation Trust by developing plans and processes for the organisation's strategic and operational response in line with the NHS EPRR Core Standards and by the provision of authoritative expert advice to the Trust/Executive on these matters. They will manage and coordinate emergency planning and business continuity resilience for the Trust, working internally across directorates and externally with partner organisations including Surrey Heartlands and Frimley ICB. The post holder will work as part of a wider Chief Operating Officer support team and will be expected to lead and support operational priorities and provide resilience and cross-cover into this team.

Main duties of the job
The post holder will proactively support the Trust Accountable Emergency Officer and have direct responsibility for ensuring that the Trust maintains emergency and business continuity plans to fulfil its legal obligations under the Civil Contingencies Act 2004, compliance with the NHS England EPRR Core Standards plus other legislation and supporting guidance, such as the Health and Care Act 2022. In business disruption, critical or major incidents the post holder will advise and support Trust strategic and tactical decision makers in relation to emergency planning arrangements. Support is to be provided in person and both during normal working hours and out of hours.
The post holder will increase the resilience of the Trust through continuous cycles of development, implementing and testing major incidents, emergency and business continuity plans. The post holder will organise and deliver specialist training in emergency planning and business continuity for the executive leadership team and other co-owners and will represent the Trust at national, regional and local health and multi-agency training exercises. The post-holder will represent the Trust at a senior level at multi-agency emergency planning committees and will represent the organisations at Local Resilience Forum meetings working closely with representatives from other Category 1 and 2 responder organisations and will liaise with external agencies in drawing up multi-agency emergency plans across Surrey.

Person Specification

* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent, including emergency and resilience systems.
