Opportunity To supervise and inspect quality of highways works carried out within the London borough of Westminster City Council, ensuring that planned preventative maintenance, reactive repairs, and routine works are delivered safely, efficiently, and in compliance with the design specifications, and contractual obligations. The Site Supervisor will act as a key point of contact between the contractor and NRP’s internal team, whilst ensuring effective delivery of high-quality highways services. There may be occasional ad hoc request for support and expertise for other clients or other projects within WCC, but the role is to specifically provide support on our Audit & Compliance maintenance contract with Westminster City Council. Key Responsibilities Conduct site inspections and audit of highways works including: Planned Preventative Maintenance (PPM) works including carriage and footways schemes. Reactive Works such as pothole repairs, emergency callouts, and urgent defect responses. Routine Maintenance including drainage cleansing, signage upkeep, and minor repairs. Ensure works are carried out in accordance with approved drawings, council specifications, permits and method statements. Ensure compliance with health, safety and environmental standards, statutory requirements, and industry standards (e.g. NRSWA, CDM Regulations, HSE legislation, Chapter 8 requirements). Identify and report non-conformances, defects, or safety issues. Undertake joint site visits with the Contractor to measure work completed, site checks and review defects correction. Support the preparation of reports, photographs, and site notes for internal records and client updates. Ensure all works are carried out with minimal disruption to the public and that appropriate traffic management is in place. Requirements: The role requires the physical ability to visit multiple sites within Westminster on any given days of the week, multiple times a week. It also requires traversing significant lengths of the carriageway during those visits. Visits occur all year round and the role is primarily outdoors, PPE will be provided to ensure it is possible to safely undertake the work in all weathers. Carrying out the dynamic assessment of quality of completed and in progress works is a requirement, being physically able to examine below and above ground highways features is essential. Being comfortable with working adjacent to a live carriageway in a construction environment and wearing the PPE required by NRP and the Contractor managing the site. Good command of written and spoken English to permit communication between client, contractor and colleagues. Already familiar with site-based devices or prepared to develop their IT skills to improve delivery/efficiency of the service (use of tablets/apps etc) Education: Relevant technical qualification (e.g. HNC/HND in Civil Engineering, or equivalent). CSCS card holder (Supervisor or Manager level) Site Management Safety Training Scheme (SMSTS) Experience working on behalf of a client, local authority, or highways consultancy [IW1].
