The primary objective of the role is to lead large scale, complex transformation projects across the East Suffolk and North Essex NHS Foundation Trust organisation and the wider health and social care system.
This will include designing and delivering projects in accordance with ESNEFT and wider system and alliance strategies in addition to providing direct support to the Senior Transformation Lead, Deputy Head and Heads of Transformation as required.
The role will be predominately based at Colchester, however, with various components requiring work across both Colchester and Ipswich Acute Hospital locations as well as Community Hospital locations.
Key Responsibilities
* Plan, lead and monitor specific trust urgent and emergency care projects or elective care projects, ensuring delivery of outcomes which are aligned with system-wide and organisational strategies, business plans and programmes of work.
* Ensure that the urgent and emergency care projects and/or elective care projects are planned and managed effectively and ensure safe and seamless integration with other existing processes and services.
* Engage with colleagues across all parts of the Trust and wider system, bringing together expertise, skills and ideas to maximise patient outcomes and ambitions of the urgent and emergency care programme or elective care programme.
* Responsible for planning and advising on the co-production and implementation of new care pathways to achieve step changes in quality and patient experience, including complex audits/surveys of best practice, liaison with service users, monitoring of key commercial developments, and preparing the case for change and change management plans.
* Matrix manage project teams of different professional groups, accounting for and considering their views and opinions to ensure consensus is reached to enable the implementation of new initiatives, pathways and processes.
* Work with staff across the Trust to ensure that projects fully meet clinical and operational needs while delivering tangible benefits in terms of efficiency, clinical risk and cost in line with agreed time and quality requirements.
* Recognise risks and issues which may impact rate of progress to the urgent and emergency care programme and produce options to mitigate these, to be presented to the Project / Transformation Boards.

Person Specification
Experience
* Experience of leading project groups.
* Experience of presenting to large and small groups.
* Experience of working in a complex environment.
* Experience of delivering successful change initiatives within an operational or clinical team.
* Experience of managing multiple and complex projects including reporting and tracking of plans and actions.
* Experience of leading transformation projects at a Trust wide level.
* Experience of participation in 'system-wide' change management projects.
* Identifying and interpreting national policy and implementing required changes.
Qualifications
* Educated to degree level (in relevant areas of study) or with the equivalent professional experience.
* Evidence of continuing professional development.
* Formal training in process change methods e.g. PDSA or LEAN.
Knowledge and Skills
* Knowledge of process improvement methods and approaches.
* Knowledge of business planning processes and aims.
* Knowledge of health service management.
* Knowledge of urgent and emergency care pathways and/or elective care pathways.
* Knowledge of latest national directive and deliverables regarding urgent and emergency care pathways and/or elective care pathways.
* Knowledge of the ESNEFT vision and strategy.
* Knowledge of the wider system partners.
* Knowledge of community services.
