We are recruiting for a Technical Services Manager (Facilities) to oversee the maintenance and compliance operations on a large scale prestigious estate in the Edinburgh area. The role is a permanent position paying between 60-70k plus package. The successful candidate will report into the Technical Director and ensure all building services and facilities operations are managed to a high standard, to oversee the supply chain and provide direct communication with multiple key stakeholders.
Key Responsibilities:
1. Be responsible for identifying and delivering commercially and operationally realistic, best practice, technical and operational solutions to site specific issues.
2. The role will involve the design, delivery & implementation of site-specific improvement strategies in recognition of change management.
3. Work closely with the Estates and Operations Director in setting the maintenance strategy ensuring focus on the customer delivering a world class experience through the teams.
4. Collaborate with specialist M&E and fabric contractors in identifying & delivering solutions to site specific issues.
5. Design, deliver, implement, maintain & evaluate site improvement strategies to achieve optimum efficiency.
6. Work with internal & external teams to deliver policies, projects & change management initiatives, ensuring compliance with all company & legislative requirements.
7. Set, manage and report on all aspects of the Technical Services budgets in line with RICS codes and internal policies and procedures.
8. Establish, implement, document and maintain site specific operating procedures and systems.
9. Ensure performance standards are clear and explicitly delivered by all team members and by 3rd party contractors.
10. Contribute in the delivery of our vision, values, aims and objectives, ensuring that consistent best practice is adopted.
11. Organise and attend monthly meetings with associated service partners, monitor performance and interpret the functioning of technical services.
12. Carry out random checks of critical plant operation and report via the correct platform.
13. Undertake regular audits and inspections of all plant, related areas and equipment to ensure they are maintained, and statutory compliance is being completed.
14. Review Planned Maintenance and reactive maintenance to ensure the risk to the building and occupiers’ critical infrastructure is managed within acceptable limits.
15. Arrange design meetings and attend pre-start meetings with tenants and contractors.
16. Manage the 10-year Life Cycle Management strategy.
17. Manage the procurement/tender, delivery and contract process for all project works.
18. Manage/monitor all project expenditure and budgets supported by the centers Business Support Team.
Requirements:
1. Good understanding of property management.
2. Proven experience in the management of maintenance contracts and supervision of contractors.
3. Excellent report writing and communication skills.
4. Excellent knowledge of current legislation including statutory compliance, Health and Safety and Environmental legislation.
5. Experience of managing a planned preventative management program, competitive tendering and ensuring value for money.
6. Experience and knowledge of CAFM and Permit to Works systems.
7. Knowledge of managing budgets and compiling reports.
8. Knowledge of processes such as the tender process, mobilisation and contractor management including KPIs.
9. To play a key role in providing technical advice and guidance to the Asset Management and Property.
