Our client is an established company working within the built environment. They are looking to add an Estimator to the team based in Swanley.
Job Description:
We are looking for candidates that have experience of working within a main contractor on Social Housing refurbishment projects, partnerships, and frameworks. Our ideal candidate will already be managing individual tenders up to the value of £10m.
Purpose:
To produce competitive tender pricing for refurbishment projects in varying market sectors and to support the delivery of the overall business strategy.
Specific Responsibilities:
1. Ensure that HSE&Q standards, operating processes, company policies and all legislative requirements are understood, implemented and adhered to at all times.
2. Undertake and manage the coordination and final preparation of tender documentation to ensure best bid solution for the Company and ensure an adequate return on the resources employed.
3. Liaise closely with the Commercial and Business Development Teams and maintain a clear view of the Company's strategy and objectives including bidding and pricing tactics.
4. Effectively plan tenders to ensure timely and accurate preparation of tender documentation and pricing information resulting in a quality submission.
5. Ensure tenders are effectively produced - enquiries are sent to supply chain in a timely manner, supply chain quotations are compared accurately and ensure compliance; prelim costs are prepared accurately; risks are identified and escalated; constraints are identified, communicated and managed etc.
6. Contribute to effective team collaboration within the wider business, communicating regularly with operations and commercial teams.
7. Prepare tenders from architect's drawings, specifications, bill of quantities, pre-priced schedule of rates supplied by the client, including detailing materials necessary for the contract to achieve specification.
8. Identify project risks, develop and produce a risk register to assist in the decision making and cost management process to facilitate calculation of contingency amount.
9. Understand business development and the bidding market place including competitor environment and market forces (regional variation).
10. Compile and present statistical data for pricing/bid analysis, interpretation and explanation of data.
11. Understand labour productivity measured as output per worker and output per labour hour including productivity increasing/improvement techniques.
12. Attend meetings such as handover meetings, design meetings, bid meetings etc. and assist in preparation of contract mobilisation plans and provide insight into the details of the tender.
13. Ensure tender programmes and specific methods of construction are developed with the technical and operations teams.
14. Support the reactive assessment and selection of products and offerings made by the suppliers for incorporation into commercial bid models.
15. Manage tender process to seek and establish project prices from sub-contractors including terms for works to be carried out under the contract.
16. Evaluate, engage and negotiate on price documents, assess for accuracy and confirm best value on price and service quality.
Criteria:
1. Quantity Surveying degree or equivalent.
2. Minimum 3 years Quantity Surveyor or Estimator experience is desirable.
3. Track record of winning profitable work.
4. Advanced skills in Microsoft Office particularly Excel and keen to extend knowledge on software packages.
5. Good data interrogation skills.
6. Organisation and project management skills, able to prioritise.
7. Energetic, logical, and methodical.
8. Sound knowledge of building construction/maintenance techniques and materials.
9. Good legal/contractual knowledge.
10. Excellent communication, influencing and negotiation skills.
11. Valid driving licence.
