About The Service The Passenger Transport Team manage all aspect of the Council’s Passenger Transport requirements, including mainstream home to school transport, Additional Educational Needs Transport, Children and Adult Services transport and any adhoc transport required. The team co-ordinate the assessment of entitlement to free transport, planning and co-ordinating the delivery of the transport, and contracting and managing external contractors to undertake the work on behalf of the Council. The Team also supports the Public Transport bus service network that operates across City working collaboratively with the Welsh Government, Transport for Wales, local authorities in the South East Wales region and bus operators. This includes the provision of supported local bus services, promotion of public transport as well as identifying bus priority measures and schemes to increase the ease of use of public transport. About the job The postholder will be responsible for leading on: - the assessment of entitlement of pupils with Additional Learning Needs (ALN) home to school transport, procuring and contract management/monitoring of ALN school transport, and Children and Adult Services transport arrangements, planning and co-ordination, liaising with all stakeholders including schools, parents, pupils, transport operators, social workers, senior officers and cabinet members/councillors, regional and national colleagues. The role will involve dealing with complaints in relation to services provided, working to tight deadlines, managing large budgets, line managing staff and fulfilling statutory requirements in accordance with guidance and legal advice. What We Are Looking For From You An enthusiastic and highly motivated individual, who has strong team working attributes and ability to work on own initiative. Experience of planning transport/project management, transport operator licensing requirements, as well as knowledge of the Welsh Learner Travel Measure. Ability to manage a number of different projects and issues at the same time. Experience of using electronic mapping systems. Budget management experience.
