We're looking for an exceptional Project Support Officer Level 3 to help us make a difference to our planet. This role is aligned with the Government Project Delivery Profession, part of the Infrastructure and Projects Authority (IPA).
As our Project Support Officer Level 3, the job may be suitable for hybrid working, which is where an employee works part of the week in the office and part of the week from home. This is a voluntary, non-contractual arrangement and the location advertised will be your contractual place of work.

The role of the Project Support Officer covers a diverse range of activities to support the delivery of Met Office Programmes or Projects. This role enables the smooth running of assigned Programmes or Projects by supporting the respective Programme or Project Management teams through the operation of Programme or Project Management processes, and the co-ordination of Programme or Project Management actions and activities on their behalf.
The role is within the Service Development Team, in the Programmes Directorate, working on our Aviation Services and Public Weather Services Programmes.
The Aviation Services programme aims to improve the safety and efficiency of aviation for global stakeholders. The programme does this through the creation of new weather and climate services tailored to the unique needs of aviation. These services are for all aviators from balloonists and glider pilots, up to multinational airlines flying the latest generation of planes. Designated by the Civil Aviation Authority, the Met Office is one of just two World Area Forecast Centres and critical to international aviation.
The Public Weather Service Exploitation Programme is delivering improvements to products and services which help UK citizens to stay safe and thrive. We are making changes to our direct citizens' channels (including the Met Office website and awarding winning mobile Apps), and how we communicate to UK Emergency Responders and Media Broadcasters. We are also improving the accuracy of Met Office forecasts and ensuring appropriate measurement applies so that we can demonstrate positive change to our government sponsor.
Note that this role may be required to support other Programmes or Projects according to Met Office business needs.
Your key duties:
Planning and scheduling - Ensure systems are in place to enable effective planning and scheduling. You will work closely with Programme and Project/Delivery Managers to ensure that Programme and Project plans are up to date and tracked within appropriate management systems
Monitoring and reporting - Manage Programme controls, reporting to the Programme Manager(s) about the programme status. Develop programme performance reports. Leading the monthly reporting processes to stakeholders.
Governance and Secretariat- Carry out organisational tasks efficiently. Manage compliance of the Programme(s) and its constituent Projects, so that are in line organisational policies and guidelines. You'll act as the primary contact between the Programme and the Portfolio Office, advising Programme and Project/Delivery Managers on mandated standards and best practice.
Support - by undertaking tasks, such as identification and refinement of customer requirements. You'll be working closely with Programme Managers and relevant Project / Delivery Managers to help prepare artefacts for Programme Boards, ensuring they are accurate and consistent with Programme progress and held within the SPM system.
Stakeholders - Manage and engage with a wide range of internal and external stakeholders. So, you will develop and maintain effective relationships with all stakeholders, including those on Programme Boards as well as draft and sign-off correspondence.
Financial control - Monitor Programme and Project expenditure and contribute to the compilation of forecasts, budgets and business cases.
Risks and Issues - Lead risk management, working with the respective Programme Manager(s) and risk owners, escalating as appropriate. This will include responsibility for ensuring Programme Risks Issues Decisions Actions and Change Control (RIDAC) artefacts are maintained and up to date within management systems.

As our Project Support Officer - Level 3, your total reward package will be up to £57,639 annually, which includes:
£41,725 base pay
An outstanding Civil Service pension, with an average employer contribution of 27%
Annual Leave starting at 27.5 days (plus Bank Holidays) rising to 32.5 days (plus Bank Holidays) after 5 years and option to buy or sell up to 5 days per year of annual leave
Essential Qualifications, Skills, and Abilities:
APM Project Management or PRINCE2 Practitioner qualifications or equivalent evidence of working in a formal Programme or Project Management environment, including developing, maintaining, evolving systems for: planning/scheduling, reporting, resources, finances, risks, scope, change control, lessons learned and benefits.
Excellent stakeholder engagement and communication skills including the ability to understand and gather evidence on customer, organisation, stakeholder and user needs within a formal Programme or Project Management environment.
Experience of managing multiple risks, opportunities, and issues through to successful resolution in a formal Programme or Project environment.
A strong understanding of governance, including experience of applying first and second line assurance within a formal Programme or Project environment, including: developing, maintaining systems for Programme or Project controls for managing change in scope and requirements.
Proven ability to prioritise a challenging workload with excellent organisational and administrative skills.
Desirable Qualifications, Skills & Abilities

Proven experience of: developing, maintaining, and evolving Programme and Project, planning, monitoring, reporting and knowledge sharing processess with a range of software tools. In particular: ServiceNow Strategic Portfolio Management (SPM), Microsoft Office 365 (i.e. SharePoint, PowerBI, Project, Excel, Word, and PowerPoint).
Proven experience and knowledge of working with agile and incremental delivery and waterfall approaches in formal Programme or Project environments.
