1. Deputise for the Laboratory manager in the delivery of the Blood Sciences multidisciplinary diagnostic testing services for haematology, transfusion science, clinical biochemistry, and immunology and pathology reception to ensure services are delivered effectively and contribute to accurate clinical diagnosis across a broad spectrum of diseases, patient treatments and provide effective monitoring of therapeutic interventions. Applies and adjusts operational business continuity and effective workforce planning to ensure a robust 24-7 service is delivered and equipped to respond to dramatic and unexpected changes in service requirements. 2. Deputise and collaborates with the laboratory manager to ensure budgetary and finance directives are controlled and maintained whilst continuing to optimise and deliver high quality services. 3. Work closely with the laboratory manager to facilitate and monitor workforce planning functions such as recruitment, individual performance reviews, effective line management in line with HCS procedures and policies. 4. Contribute to the development and implementation of policies and service changes inline with National and local policies and guidelines. This includes proactively identifying and managing risks, contingency planning, and coordinating and driving provision of services to meet quality and competency standards for Medical Laboratories 5. Engage with stakeholders, advising on guidelines, techniques, appropriate specimens and examinations, to manage users expectations and to collaborate on new service developments. Support and mentor the team to take personal ownership of scientific decisions that impact on patient care by enabling prompt and appropriate diagnosis and treatment. 6. Responsible for leading and managing a cross-discipline trained team performing a range of specialist blood sciences analyses, and infection and molecular science analyses, giving advice on appropriate techniques, to guide and contribute to clinical diagnoses, treatments, and the evaluation of the effectiveness of therapeutic interventions. 7. Develop and manage a framework for employees education, training and competency assessment to meet HCPC standards of education and training SETs, implementing and maintaining relevant policies and facilitating attainment of professional qualifications and Continuing Professional Development 8. Maintain with the Institute of Biomedical Science -IBMS-, the laboratorys approval for the training of support staff, registration and post-registration training of biomedical scientists, so that the island can recruit and train a sufficient number of employees to deliver high quality service. 9. Establish a system for IBMS portfolio review and completion, including obtaining and collating appropriate evidence, and facilitate external portfolio assessments and assessor visits, ensuring employees obtain IBMS qualifications relevant to their roles. Statutory responsibilities Relate and function effectively with applicable accrediting and regulatory agencies, appropriate administrative officials, the healthcare community, and the patient population served, and providers of formal agreements, when required; Ensure that there are appropriate numbers of staff with the required education, training and competence to provide medical laboratory services that meets the needs and requirements of users; Ensure the implementation of the quality policy; Implement a safe laboratory environment in compliance with good practice and applicable requirements; Select and monitor laboratory suppliers; Provide professional development programmes for laboratory staff and opportunities to participate in scientific and other activities of professional organizations; Define, implement and monitor standards of performance and quality improvement of the medical laboratory service or services; Address any compliant, request or suggestion from staff and or users of laboratory services; Design and implement a contingency plan to ensure that essential services are available during emergency situations or other conditions when laboratory services are limited or unavailable.
