Conditions of Employment:
* Due to the sensitive nature and classified missions of the 352 SOW, the employee is required to obtain a Top Secret Special Compartmented Information (TS/SCI) clearance based upon a Special Background Investigation (SBI).
* This position will be designated as a drug testing position IAW AFMAN 44-198, Air Force Civilian Drug Demand Reduction Program. The incumbent is subject to pre-employment drug testing.
* This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include:
* Knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions.
* Knowledge of unit mission based on background in Air Force Special Operations aviation required, with operational experience in the European area of responsibility preferred.
* Provides direction, management, and oversight for the organization's operations, including current and future operations, plans and programs, lessons learned, innovation, process improvement, tactics, training, standardization and evaluation, and weather support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions.
* Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans, and direct ad hoc teams.
* Skill in communicating both orally and in writing, clearly, concisely, and with technical accuracy.
* Ability to persuasively interact with other senior management personnel from all branches of the service, as well as Host and Partner Nation agencies, to negotiate major issues of importance.
* Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations. You will receive credit for all qualifying experience, including volunteer experience.
