The purpose of the job is to work closely with the Trust Lead Doctor for adults with Learning Disabilities and autism and the Integrated Safeguarding Team in supporting all activities necessary to ensure that the Trust meets its responsibilities to patients with a learning disability. This work will be promoting best practice, implementing standards and monitoring the process in line with both national and local multi-agency guidelines. The post holder will also have an emphasis on supporting the implementation of the NHS Improvement Benchmarking Standards for People with a Learning Disability and ensuring the Trust meets the requirements of the Equalities Act specifically relating to those with a learning disability. The post holder will also have knowledge in the application of the Mental Capacity Act and Deprivation of Liberty Safeguards, and provide advice and guidance to staff in relation to safeguarding concerns relating to people with a learning disability. The post holder will be required to support the Integrated Safeguarding team as required.
Main duties of the job
1. Act as an expert with up to date knowledge of national standards and support compliance in these across the Trust.
2. Liaise with internal and external teams on a regular basis sharing information to support the health and wellbeing of people with a learning disability.
3. Ensures that the Trust is compliant with the CQC fundamental standards with regards to learning disabilities.
Job responsibilities
Clinical Leadership
1. Daily visibility within the clinical areas to support and direct staff in supporting patients who have a learning disability.
2. Act as a support to staff and patients/ carers, and liaise with ward management teams and medical leads to ensure that any issues relating to mental capacity and deprivation of liberty safeguards with regards to patients who have a learning disability are communicated and managed in a timely and effective manner.
3. Ensure effective communication with patients (in whatever format they require), relatives/ carers, Trust staff and external agencies both verbal and written.
4. Ensure visibility in clinical areas and act as a resource to empower staff, service users, patients and carers to access appropriate services, working clinically on a regular basis.
5. Support the audit of records to measure and evaluate care planning.
6. Support and advise colleagues in clinical assessment of adults with a learning disability where there are adult safeguarding, MCA and DOLS concerns.
7. Act as a patient advocate, support patients to access appropriate advocacy services including statutory advocacy services. Direct staff to utilise these resources.
8. Assist in the collection of data and provide essential information in a timely and accurate manner when required by the Trust or external agencies.
Training and Development
1. The post holder will contribute to the planning, delivery and evaluation of safeguarding adults training in the Trust leading on but not limited to learning disabilities and including adult safeguarding.
2. Work with the education and safeguarding teams to ensure that learning disabilities are embedded in training programmes and these are regularly reviewed and audited.
3. Ensure that staff and patient support and advice is readily available regarding patients who have a learning disability.
4. Attend relevant local, regional and national continuing professional development activities in order to maintain up to date skills.
5. Keep up-to-date with national and regional initiatives, including horizon-scanning for future proposals.
6. The post holder is required to access regular safeguarding supervision from their line manager.
7. Share specialist knowledge and practice about patients who have a learning disability and in all aspects of the patient care pathway.
8. Ensure best practice is followed by staff based on current research and recommendations.
9. Undertake regular audits and provide key themes and actions arising from these audits to enable service development and learning across the Trust.
10. Support the planning and coordination where required for best interests meetings and case conferences in support of patients, families and staff.
11. Investigate and respond to complaints and incidents within this area where required.
