On behalf of the MOD, we are looking for a Financial Procurement Specialist Inside IR35 for an 18 month contract based Hybrid working (1 day per week on site and remaining WFH).

About the role:
Join the Project Hera team, act as the Financial Procurement Specialist for procurement phase of Project Hera (a Cat A project), including production of supporting documents/artefacts for procurement launch, in particular the evaluation strategy and pricing mechanism input to tender evaluations (at Invitation to Negotiate and Invitation to Submit Final Tender stages), bidder financial viability assessments, and inputs and direct involvement in the negotiation phase. Subsequently inputs to the Full Business Case.
The main duties and responsibilities of the Financial Procurement Specialist would be:
* Producing the Project Hera pricing strategy in conjunction with the project team and commercial officers mitigating, wherever possible, incumbent advantage.
* Producing Pricing Templates and supporting information.
* Conducting bidder/supplier financial risk and viability assessments/evaluations, using the UK Govt Financial Viability and Risk/Complexity Assessment Tool, ensuring this is sufficiently visible, understood, mitigated and reduced.
* Ensuring UK Govt Resolution Planning guidance is adhered to.
* During tender evaluation, reading across between the technical and pricing responses, fully evaluating the bidders' pricing responses and comparing to the baseline cost model.
* Leading on financial risks and issues during the negotiation phase of the procurement.
* Carrying out a financial evaluation to ensure the bidders/suppliers have the suitability and capacity to undertake the contract.
* Early engagement with CAAS SI to ensure financial assessment criteria is appropriate to the expected contract value.
* Cost modelling - working closely with the project cost modeller.
* Financial evaluation - lead on the financial element of the procurement evaluation throughout the ITN and evaluations stages
* Reviewing financial element of all bids.
* Providing timely responses to Clarification Questions (CQs) concerning pricing mechanism, financial evaluation and related subject areas during tender process.
* In conjunction with Legal Advisors (Mills and Reeve) and Air Commercial staff, advising on any financial implications of the introduction of the new Government Procurement Regulations - 2023
Essential:
* Understanding of pricing strategies and taking them forward
* Need to produce Tender Pricing Booklet and instructions for services for tenders to submit prices in line with Pricing Strategy
* Understands Should Cost Modelling, Financial Modelling and Analysis, Price Modelling
* Public Procurement and Sourcing experience of complex projects
* Price Evaluation, Price Tender Evaluation and experience producing Tender Evaluation Report for Costing element.
* Need to produce Tender Pricing Booklet and instructions for services for tenders to submit prices in line with Pricing Strategy
* Advanced Excel skills
