Key requirements: Knowledge of PA23 act is essential Must have PCR experience of setting up frameworks Good excel / analytical skills required Must be able to run a tender from start to finish Would be beneficial if they had strong Excel skills Experience delivering procurement strategies and documentation. The post holder will deliver the Council’s Procurement Strategy by facilitating smarter procurement in conjunction with the service areas and provide advice as part of the Council’s centralised commercial resource. Key Responsibilities: Deliver procurement in line with the Corporate Procurement Strategy. Support the Corporate Procurement Board. Work with the Board as one of the key advisors, attending meetings, providing advice, reports on planned, scheduled and completed procurements. Build relationships with service areas across the Council providing full support on spend activity. Provide first line advice to services on engagement with potential suppliers and production of specifications and general guidance on the Council’s procurement procedure rules. Manage and develop electronic procurement. Train and develop services to use the electronic tendering system In-Tend Training and development, the post holder will deliver training and development on procurement legislation, advice and best practice. The post holder will be responsible for providing guidance documents to make procurement easier for services. Spend analysis. Use spending analysis tools to identify potential areas for collaboration, contract management, supplier sharing and frameworks to make financial savings.
