Position: Chief Information Officer (CIO) Europe and APAC
Overview:
There are two dimensions to this role, covered in this specification, and described below:
1. Regional CIO Accountability for Technology in Europe & APAC
2. Global Accountability for IT readiness for DORA, Operational Resilience & Service Management between Head Office and affiliates
As CIO, the incumbent is responsible for the regional technology oversight of Scotiabank offices within Europe and APAC, including being the main point of contact for regulatory technology requests.
This includes overseeing a local technology team to service the needs of Scotiabank’s Business lines, GBM – Global Banking and Markets, in UK and Ireland and APAC (Singapore, Japan, Australia, China and Hong Kong). This is achieved by building local delivery capabilities and engaging enterprise technology partners to manage and deliver multiple, major, multi-disciplinary, and mission critical projects to implement solutions which satisfy the business needs and develop strategic plans and policies to support the business units. The incumbent is also required to direct the management of the technology team to ensure effective solutions and support are delivered to each line of business.
The role requires management of the full breadth of Technology Services, with accountability for Infrastructure, Application Support and Development, and Security. Locally the UK and Ireland CISOs report into the CIO.
As CIO for Europe, the incumbent supports the COOs in Ireland and the UK in representing IT and Cyber Security Risk to the SIDAC Board and the BNSL Executive Committee respectively.
What You'll Do:
Strategic Leadership
* Partner with the Business leaders in the regions and develop the IT strategy that enables the Business growth, leveraging where possible our global frameworks, solutions and services.
* Champion our customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
* Ensuring the local business and IT requirements are included in any strategic global solution.
Operational and Project Execution
* Chair the Regional Technology Oversight Committee and ensure appropriate matters are escalated to relevant boards and committees.
* Be the focal point for all technology-related Europe & APAC regulatory initiatives.
* Responsibility for the operational stability of technology in Europe & APAC. This includes day-to-day operation, application support (in conjunction with business line IT staff), personnel moves, IT Services such as desktop & data centres support, Operational Resilience, Application BCP readiness and execution, regulatory compliance, and management reporting.
* Aligned to Information Technology & Solution (IT&S) and Global Banking and Markets Engineering (GBME).
Leading a Risk Management Culture
* Understand and adhere to Europe & APAC Regulations, understanding how they are addressed in our global and local policies, standards, processes and key controls. Identify and address any gaps.
* Direct the regional 1B function, as applicable regions, to ensure the 1st line of defense is focused on the effectiveness of all IT key controls and leverage a risk-based approach to prioritize improvements.
* Support the regional business in overseeing and addressing any key IT Risk or Cyber – Information Security risk and concerns within their business.
What You'll Have:
* Bachelor’s Degree in a related field required.
* 6-12 Direct Reports. Oversees team of up to 250 staff.
* Financial markets experience preferred.
* Experience working with European, APAC and/or Canadian regulatory compliance environments preferred.
* Experience with various regulatory agencies preferred, including but not limited to: Asia Pacific Agencies such as MAS, FSS, and others; European Agencies such as FCA and Central Bank of Ireland.
