The Delaware Department of Health and Social Services (DHSS) is the largest state agency dedicated to improving the quality of life for Delaware’s citizens by promoting health and well-being, fostering self-sufficiency, and protecting vulnerable populations.
This internship is within the Office of the Secretary (OSEC) in the Department of Health and Social Services. DHSS is budgeted over 3,900 full-time employees, with a current budget of $1.2 billion state funds and $1.8 billion in special funds. OSEC provides leadership, coordination, and policy direction support for the 11 DHSS Divisions.

Job Title: Health and Social Services Policy Intern
Reports to: Legislative Director
Pay: $15.82/hr
Timeframe: January – June with an option to extend (29.75 hours a week)
Summary: The primary role of the position is to provide support to the Policy Unit located within the Office of the Secretary (OSEC) at the Department of Health and Social Services (DHSS). This position reports directly to the Legislative Director for the Department and is responsible for working on key legislative and policy initiatives being spearheaded across the department’s numerous divisions. This position is casual/seasonal and may be expected to work up to 29.75 hours a week.
This position will work closely with executive-level leadership team members within the Department as well as other executive-level leaders across the state, including the Governor’s Office.
Overview of Duties and Responsibilities:
1. Schedule and coordinate meetings for Policy Unit team members.
2. Maintain tracking document of all state legislation impacting the Department.
3. Complete research and policy one-pages/briefs on various topics of interest.
4. Prepare and format documents and spreadsheets.
5. Attend staff meetings and committees related to DHSS initiatives.
6. Attend legislative committee meetings, hearings, and task forces.
7. Other duties as assigned.
Education/Experience: To perform this job effectively, candidates should have an interest in Health Policy and Social Services. Candidates should be proficient in Microsoft Word and Microsoft Excel, and be willing to become proficient in Outlook and other Microsoft systems. Candidates should have a basic understanding of the legislative process/how a bill becomes a law.
