Job Summary
This is a new role that will work as part of an established senior management team, to provide oversight, leadership and management of all operational functions of Middlewood General Practice services, ensuring that the organisation continues to deliver high quality, safe and effective care for our patients.
Main Duties of the Job
Key Responsibilities:
1. Be integral to the smooth running of the Partnership by providing senior leadership in managing the delivery of operational activities, processes, and systems.
2. Oversee the management of our multi-disciplinary care model, enhanced service provision, patient facing services, administrative functions, and day to day running of our practice bases.
3. Hold responsibility for the development and implementation of operational policies and procedures.
4. Work closely with the Managing Director and other leads and managers to ensure that the operational activities align with the strategic goals and objectives of the organisation, and national standards and requirements.
5. Provide informed support and input to the development of the operational strategy for Middlewood.
6. Be a member of, and support the Managing Director in shaping the agenda of, the Middlewood Executive Operational Committee. Take delegated responsibility to make decisions that impact the organisations operational processes and contribute to the achievement of its strategic objectives.
7. Deliver of a work plan as agreed by the Managing Director and Partnership.
8. Under the guidance and support of the Managing Director and PCN Clinical Director, oversee the implementation of the operational elements of the PCN DES.
9. Under the guidance of the Managing Director, oversee the delivery of enhanced clinical services and ad hoc contracts.

Job Responsibilities
1. Provide senior operational leadership and management.
2. Provide line management for operational roles within the established senior leadership team.
3. Oversee the operational performance to achieve delivery of national and local targets, the development and delivery of improvement plans and re-engineering of roles/models of care.
4. Agree and oversee delivery against financial and activity targets. Identify risks and implement and review risk mitigation and reduction strategies.
5. In conjunction with appropriate managers identify, implement and review robust systems and processes so that budgets are effectively managed.
6. Oversee the delivery of the Middlewood clinical strategy and provide support and input to the overall Middlewood business strategy.
7. Support the commercial development of clinical services including actively creating new business and innovative opportunities.
8. Deputise for the Managing Director where appropriate to role.
9. Oversee and facilitate operational work programmes as appropriate.
10. Assist with achievement and maintenance of standards within the practice so as to ensure compliance with CQC regulations.
11. Ensure Governance processes are followed.
12. Be responsible for the delivery of Practice Business Continuity plans.
13. Manage budgets, staffing levels, and resources effectively to optimise service delivery.
14. Identify cost-saving opportunities and implement measures to improve financial performance.
15. Oversee the operational delivery of the Middlewood organisational strategy, logistics, and quality and safety.
16. Optimise operational workflows, creating efficiencies in a safe, patient-centred way with staff wellbeing at the core.
17. Take responsibility for monitoring and managing the performance of strategic delivery in collaboration with the Middlewood Executive Operational Committee.
18. Set operational performance targets, conduct regular reviews, and implement performance improvement plans.
19. Develop and track KPIs, analyse data, and generate reports to provide insights into operational efficiency and effectiveness.
20. Ensure that all operational activities are aligned with Middlewood's strategic goals and performance standards.
21. Provide leadership and support to Senior Managers to deliver operational quality improvement strategies and programmes.
22. Develop a system of assurance to the Board that all operational delivery activities comply with relevant laws, contract and CQC regulations. This includes implementing and monitoring compliance programs and conducting risk assessments.
23. Establish and enforce quality control procedures, conduct regular audits, and address any issues that arise.
24. Provide reports to the Middlewood Board in order for informed decisions to be made, including identifying areas for improvement and suggested proposals for approval and ratification.
25. Work closely with the Patient Experience Manager to address any operational incidents or complaints, and continuously improve the quality of products and services.
26. Provide input to the development and delivery of the Middlewood communications strategy, ensuring both external and internal communications are relevant and supportive of the Partnership operational functions.
27. Oversee the development of a robust staff recruitment and training programme consistent with the organisational operational strategy.
Person Specification
Qualifications
Essential:
* Educated to degree or equivalent experience
* Track record of continuous professional development.
* Change management qualification or equivalent experience
Desirable:
* Educated to Masters level or equivalent experience
Experience
Essential:
* Have a solid knowledge of operational management of a GP Practice with demonstrable depth of experience.
* Have professional knowledge and experience in the following areas:
* Human Resources
* Operational Management
* Management of clinical services
* Service redesign and development
* Management of budgets
* Have a successful track record of line managing senior staff, clinicians and developing clinical teams.
* Have previously held a senior management position
* Have a good understanding of the Political environment of the NHS at both national and local level and the potential impact of this on general practice.

* Be a registered health care professional
