•Updates and publishes promotional schedules.
•Prepares for promotional testing; verifies the completeness and accuracy of test materials; and files the completed instruments after testing in a secure filing system.
•Prepares other related correspondence and works with Department members to assist with the proper administration of the sworn promotional program.
•Works with International Association of Chiefs of Police (IACP) to obtain serial numbers for promotional testing.
•Develops a Promotional Testing timeline at the beginning of each year
•Prepares sworn announcements for promotion, demotion, and competitive transfer opportunities.
•Assembles and completes required documents; receives qualification summary sheets and reviews weight sheets to meet required State Police Manual guidelines.
•Administers the Career Progression Program.
•Prepares certificates.
•Prepares correspondence, maintains files and responds to routine inquiries regarding the sworn promotional, transfer and demotion employment processes.
•Approves panel members and interview questions.
•Reviews sworn interview packets.
•Maintains sworn educational records.
•Updates General Orders (GOs).
•Provides backup support and cross trains with other Employment Unit members.
Minimum Qualifications
•Working knowledge of human resources policies and procedures; of employment recruitment and selection procedures; and of human resources automated systems.
•Skill in using a computer to include using Microsoft Office Suite applications and data entry.
•Demonstrated ability to create and format employment announcements; to review incoming employment forms; to provide training; to independently investigate and solve problems related to human resources issues; to collect and analyze data, and make decisions for ensuring required guidelines contained in the State Police Manual are applied and followed; to prioritize and organize workload and assignments; to research data by applying program guidelines and procedures; to maintain statistical data and spreadsheets; to prepare reports; to compose correspondence; to work independently and as a member of a team with minimal direction and supervision; to identify problems and opportunities, propose effective solutions, and implement approved solutions; to communicate orally and in writing in English, expressing ideas clearly and concisely, using proper grammar; to develop and maintain effective working relationships with internal and external customers; to post position vacancies; to screen employment applications; and to review interview documentation.
•Graduation from high school or equivalent.
•Experience in using personal computers and related software such as the Microsoft Office Suite is required.
Additional Considerations
•Knowledge of the Department of Human Resource Management (DHRM) policies and procedures related to employment is preferred.
•Experience working with third-party testing providers such as proctors, remote testing services and testing facilities is preferred.
•The ability to facilitate an entire testing program preferred.
•Experience in using Oracle eBusiness Suite (OEBS), Cardinal, and PageUp preferred.
