Housing Strategy & Enabling Manager FTC/ Secondment for 12 months

Could you be the strategic and visionary lead in the development and delivery of the Warwick District Council Housing Strategy and its associated sub-strategies, policies and delivery plans?
You will oversee the provision of expert insight and intelligence and lead on identifying housing need, market factors, industry trends, service developments and good practice across the housing sector (Private rented, Home Ownership and Social sectors). Investigate and deliver on new initiatives, seeking external income sources and marshalling activity from other relevant Council departments and partner agencies.
You will also provide an input to Place Shaping plans and lead on the aspects relating to affordable housing. Working with developers to deliver affordable housing across the district to meet housing need you will liaise and work with Homes England on the delivery of affordable Housing, supporting projects and negotiating changes on multi-million pound sites.
We are looking for a minimum of 6 years’ experience of managing staff and delivering customer focused quality services, and designing and delivering high quality housing strategies or business plans.
You will need a comprehensive understanding of current housing policy issues, including an in depth understanding of the social housing sector and the statutory and regulatory framework.
An excellent wide-ranging communication, consultation and negotiating skills including experience of providing advice at a corporate level and to elected Members.
Effective planning, partnership, problem solving, organisational and time management skills.
An ability to understand, analyse and act upon management information.
Strong and effective leadership skills including the ability to motivate staff, manage performance to meet agreed targets and manage a range of partners.
The intention is for the postholder to work predominately from home however, it is a requirement to attend our offices or sites within Warwick District as required. Any costs for travel from home to the office will be met by the successful candidate. However, office and hybrid working are also available.
