We have a rewarding opportunity for an experienced Flood Risk professional to deliver flood risk schemes, as well as actively contributing to the wider Leeds Flood and Climate Resilience Management team.
The post will provide an experienced management and project manager role for the FCRM Group Engineer post (PO4) in the delivery of flood risk schemes across Leeds. This role will be responsible for the project management of the Wortley Scheme, as well as supporting the development and delivery of other major schemes and the overall capital scheme programme.
Leeds Council is delivering schemes in collaboration with the Environment Agency. With over 10 schemes in the pipeline over the next 5-7 years, there are a wide range of exciting and innovative flood risk schemes to be involved in, from large multi-million flood storage schemes to climate resilience schemes incorporating natural flood risk management. This role will support the delivery of these schemes, providing flood risk protection to local residents, businesses, and infrastructure while enhancing greenspace, promoting biodiversity, and ensuring climate change resilience.
This is a developmental opportunity to work on flood risk management schemes alongside experienced and dedicated staff in delivering high-profile and essential work for Leeds City Council, including the construction of reservoirs. Job Description
Job Purpose: To manage a team of professional and technical staff to reduce flooding risk by ensuring flood risk is considered at all stages of the development process and during incident investigation, project delivery, and asset management activities.
Responsibilities
* Manage a defined activity or a small range of the Department’s activities to ensure delivery of Best Value services and compliance with Government Standards.
* Motivate, develop, and coach within your area to achieve Corporate Plan, Service Plan, and Divisional plan objectives.
* Deliver specified elements of the Divisional Plan, Service Plan, and Corporate Plan in relation to a defined activity.
* Promote and deliver positive solutions for achieving diversity and equality in service delivery.
* Support continuous improvement initiatives through cross-Council projects.
* Maintain effective communications with staff, service users, councillors, trade unions, partners, and stakeholders.
* Work with elected members, service users, and community representatives to support open and accountable government.

Specific Responsibilities
* Manage City Council staff and coordinate Contractor & Consultant staff for flood risk and civil engineering projects.
* Provide a high-quality and cost-effective flood risk advisory service.
* Assist in developing policies supporting efficient service delivery and corporate objectives.
* Coach and mentor the team to ensure necessary skills.
* Maintain an up-to-date understanding of key flood risk legislation.
* Oversee the investigation of land drainage and flooding problems.
* Provide expert advice on flooding and drainage.
* Ensure compliance with Council's policies and sustainability agenda.
* Advise enquirers on land drainage matters.
* Support staff development within the team.
* Comply with Standing Orders, Financial Procedures, and Quality Assurance procedures.
