Role – Estates & Facilities Manager
Location- Heywood Distribution Park (On site 5 days per week)
Salary- £50k
Your role as a Estates & Facilities Manager:
We are seeking an Estates & Facilities Manager to be based permanently on site at Heywood Distribution Park (5 days per week on site) and you will report into the Senior FM.
Our client owns and operates a diversified portfolio of purpose-built multi-let industrial and logistics properties across the UK. They are one of our most valued clients and they have offices in London and Stockport, managing more than 100 industrial estates which are home to over 1,500 customers.
Our client has significant growth ambitions and available capital to invest and is expecting to increase the size of the portfolio rapidly over the coming years, making this an extremely exciting time to join them.
You will be responsible for managing the day-to-day operational activities across a distribution park and being the lead on landlord/tenant relationships while devising and rolling out the asset strategy in conjunction with the Asset Management team. The role is site-based with no hybrid working option, working at least 37.5 hours per week.
Your duties and responsibilities as a Estates & Facilities Manager:
Asset Value
To maintain an awareness of and report to the Line Manager all operational issues that may impact on the value of the properties.
Budgets
* Be responsible for drafting the service charge budgets relating to the property under management, including but not limited to external grounds maintenance, external cleaning, pump maintenance, CCTV & access control, security services, drainage, fabric and H&S works.
* Undertake regular monitoring of the budget provisions and capture variance reporting on current and planned expenditure to ensure effective and careful use of funds, delivering end of year on budget.
* Raise Purchase Orders for works and authorize invoices for payment.
* Work with internal and external parties to develop a minor & major works strategy plan for future works.
* Draft minor works specifications, seek comparison costs, and analyze estimates for best value while maintaining a cost-effective solution.
Contractor Management
* Meet with key contract managers to drive performance across hard and soft service lines, including the review of minutes, action plans, and KPIs.
* Monitor and report on the performance of service contractors and take appropriate action.
* Ensure all suppliers adhere to policies and procedures, are conversant with risk, and have updated and effective assignment instructions or maintenance plans.
* Obtain and analyze compliance and performance reports from all suppliers, including environmental reporting in line with the company’s ESG strategy and wider ISO14001 requirements.
Property Maintenance
* Identify key areas where maintenance planning is required, engage and liaise with 3rd party consultants and suppliers to prepare a planned preventative maintenance schedule.
* Compile and maintain all plans and drawings.
* Assist and ensure that all plant and equipment (including fire equipment) are tested and maintained in accordance with the manufacturer’s specifications; keep records of testing and all relevant certificates.
* Conduct regular inspections of all parts of the building, both common and tenant’s areas on occasion.
* Be responsible for energy and water management, reducing utilities consumption and increasing water efficiency, improving and monitoring waste minimization and recycling.
* Procure, instruct, and manage minor works as required.
In accordance with the property strategy, work with the asset management team to develop a unit hand-back specification of works, procure and project manage as appropriate to ensure swift letting turnaround.
Tenant Liaison
* Create and maintain good relationships with tenants.
* Compile and maintain accurate tenant contact information.
* Build positive relationships with all tenant contacts and hold regular interaction meetings to ensure a high level of customer care.
* Assist with the compilation and issue of occupier satisfaction studies.
Health, Safety and Risk Management
* Organize and co-ordinate site work with minimum risk to health and safety and comply with legislation, codes of practice, policies, and procedures.
* Be conversant with the requirements of the Health and Safety at Work Act 1974 and associated legislation, including water hygiene, asbestos, and working at height.
* Manage all Health and Safety matters in the building as required, utilizing the company H&S system and other record/management systems, ensuring full compliance.
* Ensure that maintenance and building work on site is limited to trained, authorized employees and approved, competent contractors.
* Assist and ensure that the necessary permissions, insurances, method statements, and risk assessments are in place before work commences and adhere to these.
* Control statutory compliance, legislative compliance, and best practice.
* Ensure that works designated as high risk are controlled by an effective permit-to-work system.
* In the event of an accident or dangerous occurrence, assist and ensure that temporary measures are taken to make the area safe, ascertain the circumstances of the incident, and report to the Head of FM and Enforcing Authority where appropriate.
* Record all accidents, incidents, and dangerous occurrences and complete reports in accordance with the company’s policy.
* Co-operate with visits made by consultants and auditors appointed.
Reporting
* Provide regular reports to the line manager on all aspects of portfolio performance, existing risks, and viable, robust solutions.
* Ensure the collection of accurate and relevant data relating to contractor performance and provision of analysis as required.
* Provide regular business case proposals for any CAPEX works or service chargeable projects.
* Direct line management responsibility for in-house Facilities Coordinator and others as appropriate.
* Undertake regular monitoring and required performance reviews.
To be successful in your role, you should have the following skills and experience:
* IOSH certification.
* Experience working in a fast-paced environment.
* Experience managing subcontractors.
* Conversant with Customer Service Initiatives.
* Competent understanding of H&S legislation including Gas Regulations, Electricity at Work, Permit to Work, etc.
* Budget management experience.
* Ability to commute to Heywood Distribution Park 5 days per week.
In return for your commitment, our client will offer you a very attractive package:
* £50k base salary.
* Holidays - 25 days, with an additional day each year after three years of service to a maximum of 28 days.
* Pension – Company contributes 3.5% of the employee’s earnings each month and will additionally contribute up to another 3.5% to match their contribution (potentially up to a maximum of 7% from the company). Under pension rules, an employee is required to make a minimum contribution of 2.75%.
