We are looking for a Programme Manager for Urgent Care Re-Design who will have the expertise to create & deliver plans and programmes for implementation, reviewing international best practice, research & think tank publications; to inform the UEC transformation programme & partners working towards the ambition for both Kirklees & Wakefield partnerships & the WY population to thrive in a healthy, equitable, safe & sustainable society. The post holder will Enable organisations & partnership programmes across the Mid-Yorkshire (MY) system to embed new UEC approaches, challenge ways of working and persuade, motivate & influence other senior managers to realign their practice where necessary. Identifying & communicating intelligence & insight to partners to understand and address Kirklees & Wakefield population health needs. Drive forward MY system Winter Resilience UC planning process & be the main point of contact between Wakefield District Partnership, WY ICB & NHS England for UEC recovery plan, winter resilience assurance planning, local plans and Winter or other seasonal resilience BAF returns. Main duties of the job The post holder will be responsible for reviewing current service provision & assessing suitability for the long term sustainability of UC services locally for the MY System Footprint. The post holder will be required to engage a wide range of key stakeholders in the subsequent re-design of UC services & lead a program of implementation & delivery of a new service, including all UC services delivered on behalf of North Kirklees & Wakefield Places. Wakefield & North Kirklees Places & Mid-Yorkshire Teaching Hospital (MYTT) are working together as a local system to develop an Integrated Urgent & Emergency Care Service (IUECS). A key aim of this is to ensure sustainability & transformation of services across our District to support our patients, which includes working with key partners from across the Urgent and Emergency Care System. Strong negotiation, facilitation & organisational skills, the ability to motivate clinicians & senior managers, a flexible approach & resilience are required with the role. To be the day-to-lead responsible for the implementation, development and co-ordination of agreed UEC transformation programme working with service development and transformation work streams leads across the UEC transformation programme. The role will work closely with system leaders across West Yorkshire, with the NHS West Yorkshire Integrated Care Board (WY ICB) team, and with Wakefield and Kirklees place partnerships to support and translate UEC priorities into development plans and interventions. The post holder will lead and contribute to the development and delivery of both Wakefield and Kirklees Delivery Plans in relation to Urgent Care and UEC recovery plans by: o Leading identified programmes (e.g. of NHS England Long Term Plan for Urgent Care and UEC recovery plan in a continually changing, complex and ambiguous context of significant operational pressure, provide expert consultancy, advice and support, challenge, and insight. o Providing oversight, leadership and expertise UEC transformation programmes; identifying system wide priorities, co-designing plans, and interventions, working closely with organisational, regional, and national inclusion networks to create a culture of belonging across the place partnerships. o Lead on behalf of the Kirklees and Wakefield Partnerships the day to day implementation and mobilisation of the UEC transformation programme management. o Acting as a convener of the UEC community across West Yorkshire to build our collective capacity and capability in enabling networking, sharing, learning, skills development and identifying shared priorities for system wide working.
