Ashton Recruitment require a Communications and Marketing Officer for our client based in Downpatrick.
Position: Communications and Marketing Officer
Location: Downpatrick
Duration: Temporary
Rate of Pay: £20.58 per hour
Hours: 36 hours per week
Main Purpose of Post/Job Summary:
To assist with the provision of an effective and efficient Communications and Marketing service across the Council and the full suite of Communications and Marketing functions.
To contribute as an integral member of the Communications and Marketing Section, as well as across departments and services, to develop and deliver effective and innovative external and internal Communications and Marketing strategies which supports the Councils vision, values and strategic direction; and supports the Corporate, Directorate and Service business plans of Newry, Mourne and Down District Council.
Duties include (but not limited to):
1. To plan, manage and evaluate targeted Communications and Marketing campaigns to increase awareness and promote a positive image of all Council priorities, policies, services and events in the local, regional, national, professional and trade media.
2. To contribute to the provision of a Communications and Marketing service across the Council to ensure the delivery against agreed corporate and service-specific Communications and Marketing objectives and targets, and continuously develop and deliver consistent and co-ordinated Communications and Marketing service improvements.
3. To support Managers and Officers across the Council, in relation to the development and implementation of effective Communications and Marketing strategies.
4. To maintain effective working relationships with other employees and directorates and lead on the management of a range of communication, marketing and engagement channels, including digital platforms, using the most appropriate and cost-effective channels and channel mixes to position the Council, its services and facilities positively to ensure that the Council reaches the wide variety of customers and stakeholders we serve.
5. To contribute to the development and implementation of emergency communications plans to provide accurate, timely and consistent information and advice to staff, elected members, service users, citizens, the general public, partner organisations and the media in a Major Incident or business disruption.
6. To contribute as required to the preparation of financial estimates and business plans for the Communications and Marketing Section and to assist with the management and control of the Communications and Marketing budget ensuring services are delivered within allocated budgets.
7. Authorise the purchase of goods and/or services in accordance with the Council’s procurement policy.
8. At all times act with integrity and total professionalism.
9. Ensure functions under the control of the post holder are operated in accordance with the Councils risk management and governance processes, and that the appropriate documentation is completed and signed off as necessary.
10. Assist the Head of Communications and Marketing in ensuring the Council meets all statutory obligations and ensure that the highest standards of probity and good conduct are maintained at all times.
11. Adhere to and comply with all Council policies and procedures relevant to this role, including arrangements for risk management.
Essential Criteria:
1. Applicants must have a degree level qualification in a relevant discipline e.g. Communications, Marketing, Public Relations, journalism or Digital/Visual Communications.
AND
2. At least 1 year's practical experience working in a communications role within a corporate environment with responsibility for:
1. Brand Management
2. Managing the production of quality materials for print and online channels
3. Developing and implementing integrated communications and marketing campaigns
4. Managing media relations
5. Developing and managing at least one online platform
6. Working closely with external suppliers (e.g. graphic design agencies, advertising agencies etc.)
7. Delivering projects on time and within budget.
OR In lieu of qualification have at least 2 years' practical experience as detailed above.
3. Must be: Competent in the use of Microsoft Office applications including Word, Excel, PowerPoint, Publisher and email.
4. Competent in the use of digital platforms including website for corporate communications.
5. Be available to travel and attend evening and other meetings outside of office hours as required.
6. Hold a full valid driving license and have access to transport to meet the requirements of the post OR have access to a mode of transport that will enable the post holder to fulfil the role in full. (It should be noted that the post will involve travel across the district on a regular basis.)
