As Dartford Portfolio Manager, you will lead the strategic planning and execution of the M25 Dartford Crossing works, overseeing critical assets and maintenance across Connect Plus (CP) and CPS workstreams. Working closely with the CPS Transformation Director, you’ll implement a new operating model, optimise roadspace, streamline operations, and manage risks to ensure timely, cost-effective delivery within a £60 million, four-year budget.
You’ll build strong stakeholder relationships, oversee project design and procurement, and monitor performance, all while championing CPS’s sustainability goals, including net-zero and biodiversity targets. This role is an opportunity to drive impactful change on one of the UK’s most essential infrastructure projects.
ACCOUNTABILITIES:
The Dartford Portfolio Manager will:
* Develop an integrated Dartford Portfolio asset management planning process by January 2025, ensuring timely delivery within budget.
* Ensure resource plans account for capability and capacity to meet in-year AMFP Dartford targets.
* Coordinate with CPS Procurement and Engineering Managers to adapt supply chain and design pipelines.
* Launch the Dartford Integrated Steering Committee by January 2025.
* Hold workstream leaders and contractors accountable for performance, addressing risks relative to strategic goals.
* Regularly communicate potential delivery issues to the CPS SLT, offering mitigation strategies as needed.
* Collaborate to identify and quantify cross-functional risks that may impact portfolio delivery.
* Support the new CPS operating model rollout at Dartford, starting September 2024, with completion by April 2025.
* Oversee the Dartford Estate improvement Masterplan, reporting progress to the JV Board by April 2025.
* Develop a Centre of Excellence for Tunnels with CP and NH.
* Work with business leads to manage and mitigate Tunnel Cyber risks.

Qualifications/Skills/Experience
* Chartered status with a relevant UK institution.
* Proven experience in complex Portfolio Planning and multi-disciplinary construction program delivery.
* Strong influence and collaboration skills, with a proactive approach and experience managing multiple stakeholders.
* Commercially focused and contractually knowledgeable to drive performance and manage contracts effectively.
* Personal resilience, capable of navigating conflicting priorities and setbacks.
* Excellent communication and organisational abilities to ensure clear project strategy and solution understanding.
* Solid knowledge of asset management, including prioritisation and residual asset risk management.
Location:
This is a hybrid role designed to fully maximize team collaboration on the project, we therefore expect a minimum of 60% of your time to be spent at a CPS office.
