Changing Futures is a Pan Sussex system change programme focussing on improving the system for people experiencing multiple disadvantage. It is one of 15 national Programme's bringing together public and community sector partners to redesign ways that local systems and services are delivered, designed and commissioned to better meet the needs for adults experiencing multiple disadvantage. Multiple disadvantage is defined by the national Changing Futures Programme as 'people who experience three or more of: homelessness, current or historical offending, substance misuse, domestic violence and mental ill health'. The Changing Futures Programme Sussex aims to create an environment where individuals experiencing multiple complex needs, who repeatedly fall through the net of service provision, receive flexible, trauma informed, person-centred support. The Programme aims to enable positive changes in services; to make them better connected, and easier to access. Changing Futures Sussex works in partnership and is embedded across the three Local Authority areas: East Sussex, West Sussex, and Brighton & Hove
About The Job
Salary: £38,626 - £41,511 per annum
Working Pattern: Full time, 37 hours
Contract Length: Fixed term to 31/03/2025 and funding extension to 31/03/2026 in process of being secured
Location: Horsham office base with hybrid working available, and access to West Sussex County Council offices across the county.

This role is integral to the effective delivery of this complex time limited programme across Sussex. You will work as part of a small Programme team who coordinate system change projects and oversee high quality service delivery to improve the life situation of adults who face multiple disadvantage.
The Project Delivery Officers are a key component of the Changing Futures Programme Team, providing a strong link from their respective Local Authority hosts to the Programme Team and vice versa.
Reporting to the Deputy Changing Futures Programme Manager but hosted within the designated area council, they will be responsible for practical implementation of elements of the programme's action plan local partner organisations within their designated area. This will be either East Sussex, West Sussex or Brighton & Hove, but flexibility will be expected during periods of annual leave or absence, and they will need to be responsive to the needs of both the programme and local authority host.
The role is varied but includes the management of internal relationships and coordination of internal stakeholder communications, participation in relevant partnership forums, and data collection, as well as participation in programme working groups and implementation of programme initiatives and workstreams.
The ability to manage your workload as part of a fast paced environment whilst remaining flexible to the needs of the wider team, and have the ability to identify and manage problems, and form resolutions; both independently and with the support of others is essential.

Key Skills:
* Excellent communication and interpersonal skills in order to interact effectively with a range of stakeholders; to form and maintain effective working relationships and provide coaching to clients/colleagues on project processes.
* Sound partnership working skills with the ability to develop and manage effective links and relationships across and outside of the organisation and co-ordinate a range of partners to successfully deliver objectives.
* Strong problem-solving skills with the ability to anticipate problems and resolve issues, planning solutions and making sound pragmatic decisions which will have a direct impact on the business/service.
* Ability to adapt to changing situations in a measured and flexible manner in order to adapt the service provided to suit any change in circumstance whether legislative, structural, partnership related, etc.
* A willingness to work flexibly and creatively within the host authority as well as with colleagues in the central programme team.
Qualifications and/or experience:
* Degree level education or equivalent level of experience.
* Experience of robust data collection, monitoring and reporting.
* Sound and accurate working knowledge of Microsoft applications, e.g. Microsoft Office, SharePoint, MS Project.
* Finance experience with developed numeracy skills; knowledge and use of finance systems and databases.
* Demonstrable evidence of supporting continuous improvement and strategic development to a range of clients through successful project delivery.
* Demonstrable experience of working as a competent member of a project team, delivering projects, managing change and effectively supporting the resources required to deliver the objectives and supporting strategic development in a rapidly changing environment.
* Experience and confidence in dealing with people and the ability to establish credibility at all levels of the organisation both with internal and external contacts.
