Deputy Director of Culture, Learning and Organisational Development

The Deputy Director of Culture, Learning and Organisational Development is a key role in the Trust at a time of significant change. There is a major focus on building the capability of leaders across the Trust and this role will be pivotal. The post holder will lead the development and delivery of Trust-wide culture, leadership and OD programmes that deliver sustainable change. The programmes will engage leaders to improve organisational effectiveness and health, aligning ways of working with the Trust values and behaviours.
Main duties of the job
1. Support the delivery of the priorities identified in the Trust's People Strategy, delivering systems and strategies that will improve organisational performance and quality through the development of the workforce.
2. Manage the Learning and Organisation Development team within People & Culture and have responsibility for the provision of an effective and sustainable learning and development function that builds the required capability in the workforce to deliver the strategic objectives and ensures the workforce is compliant with the required regulatory standards.
3. Develop high quality leadership development opportunities in the organisation and the provision of an effective framework for managing staff performance, inclusive of the Trust's values and behaviours, to achieve high quality services.
4. Be a member of the HR Senior Leadership Team and as such play a key role in leading the delivery of a comprehensive HR service in line with the Trust's policies, procedures and best practice in People & Culture management.
5. Hold corporate responsibility for major OD policy and service development which impacts the whole Trust and more widely across Kent & Medway STP.

Job responsibilities
1. Support and ultimately lead the delivery of the Culture and Leadership programme across the Trust.
2. Take corporate responsibility for OD across the Trust including interpreting legislation and OD policy and developing a Trust-wide OD strategy.
3. Deliver powerful organisation-wide change programmes based on an expert and skilful diagnostic underpinned by theory and experience, in an inclusive way which builds client understanding and capability.
4. Formulate long term strategic organisational development and leadership development plans for the Trust.
Development and OD
1. Regularly undertake research and development in relation to organisational development, including horizon scanning for upcoming good practice, benchmarking with other organisations/industries to add value to our internal OD services, triangulation of data to provide meaningful analysis of organisational trends and regularly maintain own continuous professional development.
Learning and Development
1. Through the Head of Learning and Development, lead the development and implementation of the Learning and Development strategy including: learning technologies (virtual classrooms, social learning, e-learning), apprenticeships, on-boarding, mandatory and statutory training and evaluation.
2. Regularly review the system-wide education and development requirements of the trust in collaboration with Directors of Medical Education and Nurse Education, ensuring the development of education and workforce development strategies and interventions to meet those needs.
3. Ensure L&D investments (on-the-job training, in-house development programmes, coaching/mentoring, e-learning, external conferences, workshops, facilitated training delivered off the job, blended learning) are the rights ones and activity is directed towards improving individual and organisational performance through developing employee capability.
Person Specification
Education
* Educated to Masters level or equivalent Evidence of postgraduate study showing the acquisition of specialist knowledge in the area of organisation development.
* CIPD Qualified.
Experience
* Experience in identifying training needs and delivering large-scale learning solutions.
* Highly developed up to date OD skillset.
* Proven project management skills and experience within a busy HR environment.
* Extensive experience in developing and delivering leadership development programmes, tools and techniques on an organisational-wide basis, including group and individual coaching.
