We are looking for a highly motivated and enthusiastic individual to join our QSSHE team based in Norwich. The HSE Advisor plays a key role in ensuring the business remains compliant with all relevant statutory provisions, codes and standards and good practice. This is achieved by translating the requirements of the law/good practice into everyday working policies, procedures and processes.
Reporting directly to our Assurance Manager, this role will actively coordinate and undertake a range of internal auditing and monitoring activities to ensure they are robust and in line with both external (Regulatory / Industry) stakeholders and Perenco UK processes and procedures.
This position will be based in our Norwich office, working Monday to Friday.
Key Responsibilities Include:
1. Actively support the Assurance Manager in the development and delivery of the PUK-SNS Assurance Programme, ensuring that a sufficient number of audits are undertaken to provide confidence that compliance with our SEMS remains at an acceptable level so as to reduce risks of major accidents, process safety events and other significant incidents to ALARP.
2. Co-ordinate risk-based assurance (internal and external), including compliance with legal and other requirements. Monitor progress and support business leaders to deliver their lower tier assurance plans. Interpret, communicate and drive action on trends and insights. Use assurance findings to improve risk management.
3. Support the maintenance of relevant auditing tools to collect, analyze and review performance and effectively communicate the process to sites.
4. Engagement with site management to provide the status/outputs of audits and self-verification findings to identify non-compliance and risk.
5. Review available leading and lagging metrics and insights from internal sources and external data (regulatory/Industry) to ensure the assurance programme is relevant and fit for purpose.
6. Undertake assurance activities across all sites (onshore and offshore) to establish adherence to company requirements and regulatory standards and legislation, deliver timely reporting of validated data and identify actions to improve compliance where necessary.
7. Support improvements in the implementation of the Safety and Environmental Management System (SEMS). Maintain registers of the standards and legislation that apply to the business, including an assessment of the compliance status, and initiate improvement programmes as appropriate.
8. Support the management of Asset Integrity Management (AIMS) reviews to ensure performance standards comply with regulatory and industry standards and are fit for purpose.

Additional Responsibilities:
1. Provide support to other members of the QSSHE Team during peaks of heightened activity to ensure effective delivery of compliance with Perenco policies, procedures and processes.
2. Support site risk assessment processes including overall risk assessment, fire risk assessment, manual handling, COSHH, Work at Height, asbestos management, noise/vibration, SOP assessments etc., and train, coach and advise all involved parties to drive excellent HSE performance and ensure the output is suitable and sufficient to safeguard employees and meet regulatory requirements.
3. Participate in HIRA and HAZID workshops as required for onshore and offshore facilities during the design, construction, operations, commissioning and decommissioning phases.
4. Participate in incident investigations and coach other investigation team members in the investigation process, including identification of direct, indirect and root causes of incidents, gathering evidence, taking witness statements, identifying SMART actions and writing reports.
5. Maintain awareness of relevant statutory provisions, codes and standards and good practice as they relate to health and safety and ensure any requirements are effectively complied with through the implementation of Perenco's internal policies, procedures and processes.
6. Provide support to the SNS Emergency Response Team, as IMT member, as required.
Experience/Personal Attributes:
1. NEBOSH Certificate in Occupational Health and Safety (either NEBOSH or NVQ) is essential.
2. 5+ years experience within a high hazard industry e.g. COMAH site, chemical or other high-risk industry, ideally with some onshore or offshore Oil & Gas industry experience.
3. Understanding (or relevant qualification/training course) in offshore legislation is desirable.
4. QMS ISO 9001 Internal Auditor qualification (or equivalent) is desirable.
5. Root Cause Analysis Specialist is desirable.
6. Strong proficiency in writing and editing reports with the ability to produce work to a high level of accuracy and attention to detail.
7. Ability to interact with senior management to present and negotiate on QSSHE issues.
8. Drive and passion to champion Health & Safety for the business, including influencing management on key topics.
9. Excellent communication skills, able to present articulately to a variety of forums and through a variety of mediums.
10. Able to produce work to a high standard within agreed deadlines.
11. Able to develop and sustain excellent working relationships both internally and externally.
