Belfast City Council is seeking a qualified and experienced Management Accountant to join the Finance Department, contributing to the delivery of exceptional financial services within the organisation. Your Duties:
Revenue and Projects:
1. Assist in coordinating the annual setting of revenue and capital budgets.
2. Provide accurate and timely budget monitoring information to facilitate corporate financial management.
3. Advise on technical accounting issues and ensure compliance with council's financial systems.
4. Meet with business support managers to review performance against budget and forecast outturns.
5. Deliver financial training to end-users and ensure effective presentation of financial data in publications and reports.
Capital Accounting:
1. Maintain accurate records of the council's fixed assets and prepare capital accounting schedules for final accounts.
2. Support the review and adaptation of financial systems to comply with International Financial Reporting Standards (IFRS).
3. Monitor and update capital accounting policies and liaise with internal stakeholders to meet financial information requirements.
General Responsibilities:
1. Prepare and submit returns such as public expenditure surveys and capital monitoring reports.
2. Contribute to the effective delivery of business plans and quality initiatives.
3. Provide technical financial knowledge in meetings and working groups.
4. Lead and motivate staff as needed, ensuring effective service delivery.
5. Participate in recruitment, training, and development activities as directed.
6. Uphold council policies and procedures, including health and safety and equal opportunities.
Your Profile:
Essential Criteria:
1. Fully qualified accountant and member of a relevant professional body (e.g., ACA, ACCA, CIMA, CIPFA, or equivalent).
2. At least two years' relevant experience in a large and complex organisation in each of the following areas:
3. Budgetary control and annual budget setting processes.
4. Development of accurate financial management information and reporting systems.
5. Collaboration with stakeholders to ensure corporate financial systems meet user needs.
6. Excellent communication, IT, and analytical skills with a strong knowledge of financial control systems.
7. Understanding of local authority finance and related legislation.
Desirable Criteria:
1. Three years' relevant experience in a public sector organisation.
