An exciting opportunity has arisen to lead the development and shape the foreseeable future of Radiology IT systems at Leeds Teaching Hospitals. The post of PACS Support Manager is a source of expert knowledge on both the IT administration and Radiology workflows which form a central part of how Radiology works. There are several large projects underway which will set the course of Radiology IT for the next few years and this postholder will be central to the process.
The postholder will be responsible for the daily operational management of the PACS and supporting systems (such as voice recognition).
The post is full time, 37.5 hours per week.
Main duties of the job
Based primarily at St James Hospital the postholder will lead a committed team of staff in delivering image sharing across the region and beyond whilst collaborating with a dedicated team of Radiology IT and Trust Digital IT staff to deliver a comprehensive, agile and responsive array of services.
The postholder will possess adaptable communication skills, engaging with external suppliers and agencies along with staff from all healthcare and admin roles within Leeds Teaching Hospitals. They will be able to absorb new information and make quick decisions as well as proactively seeking improvements within the various processes and presenting these in a way suitable to various audiences.
Previous experience should include working within clinical Radiology and have a keen interest and understanding of Radiology IT systems with an ability to learn and implement new knowledge and skills.

JOB PURPOSE/SUMMARY

To act as lead for PACS, and perform the duties of the Information Asset Administrator (IAA), having specialist knowledge of the system.
To act as a source of expertise, undertaking first line fault finding, offering clinical advice and leadership at an advanced level to clinicians/other hospital staff within and outside the Radiology department.

PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY

To monitor existing working practices associated with PACS and suggest/implement changes to policies and procedures where appropriate to ensure the smooth and efficient running of the various departments. Within Radiology this is done in conjunction with Radiology Service Managers and Clinicians, and outside Radiology, with Medical Managers, nursing and clerical staff, from the various CSUs.
The post-holder will have freedom to act in the PACS environment on a day to day basis.
The post-holder will be fully involved in discussions relating to policies and procedures so as to ensure that they reflect best practice, ensuring that the service is high quality and continually improves.
To offer advice on the procurement of new equipment to ensure DICOM compliance of all acquisition equipment.
Budgetary responsibility; the placing of orders and/or the signatory for purchasing against an agreed budget.
To liaise with all disciplines of staff, other departments/wards within the hospital and various external sources in order to provide a quality service to patients and clinicians.
To communicate technical equipment details and related information to clinical users in order to establish the level of equipment required by an area. This involves demonstrating and educating people on the systems of work as established by the post holder.
To liaise with the Information Technology (IT) department to establish the capabilities of the hospital network, and to work in conjunction with them in developing the network as required to support the PACS.
To highlight additional cash releasing benefits due to new working practices possible as a result of PACS implementation.
To liaise with the IT and Medical Physics departments to agree installation of the required hardware and software, and to thoroughly test the equipment once installed.
To be actively involved in the delivery of all training programmes relating to PACS.
To evaluate systems of work within and outside Radiology, and where necessary, modify working practices to optimise diagnostic information and processes.
To adapt and quickly respond to changes in service, patients or departmental needs.
To attend and contribute to regular multi-disciplinary meetings. This includes fortnightly service delivery management meetings with the supplier.
To assist in the continuous monitoring of PACS equipment, as well as the QA and testing of equipment.
To manage patient data on PACS, ensuring by training and education that accurate patient and examination data is entered into the Radiology Information System (RIS), and Picture Archiving & Communication Systems (PACS), for both patient record integrity and statistical evaluation purposes. To fix and/or report any deficits in the data integrity of the PACS in use in the department.
To act as a point of advice for all users of PACS. This requires a thorough understanding of all aspects of the system, as well as the ability to teach the principles to others.
To implement back-up measures for times of system failure to ensure accurate patient and examination data is recorded.
To reflect on systems of work and communicate areas of deficit or potential advancement.
To operate advanced software on the PACS, requiring excellent hand-eye co-ordination, e.g. multi-planar reformats. To participate in post processing of advanced imaging to produce additional diagnostic information, needing a high level of dexterity, co-ordination and sensory skills e.g. 3D model generation using an advanced PACS software.
Must be able to make fine adjustments to manipulate digital media from the production of high quality diagnostic images.
Dissemination of information to others on all clinical and non-clinical areas.
To report clinical, non-clinical and radiation incidents in line with Trust and Departmental Risk Management policies.
One to one training/instruction of clinical use of PACS application.
Ensure all equipment is maintained to a high standard and is used appropriately.
Regular processing of patient level investigations, utilising complex software involving image enhancement, formatting and annotation of images.
To be able to relate clearly and succinctly the nature of any problems/issues, indicating any remedial action taken and the subsequent consequences of those actions. To acquire an understanding and appreciation of various companies policies with regard to contacting members of their staff. Building up a rapport with the staff will make for a friendlier, more productive working relationship.
Ensure appropriate documentation of operational procedures and maintenance of other departmental records both within and outside Radiology.
Liaise with other departments and colleagues to ensure the smooth and efficient running of the service.
To undertake additional duties and changes as may be reasonably required by line management in response to demands made on Clinical Radiology and the Trust.

Implement and monitor a Quality Assurance programme for diagnostic monitors on reporting workstations.
