You will work as a Senior Intelligence manager as part of the Home Office Sensitive Intelligence Unit (SIU) capability which functions alongside fellow nationally accredited SIUs that comprise the Sensitive Intelligence Network (SIN). The SIU is responsible for the collection, development, and dissemination of high-grade sensitive intelligence in support of the Home Office, and partner law enforcement, response to Serious Organised Crime (SOC).
This is a high-profile role, offering a unique and exciting opportunity to contribute towards the development of the Home Office’s Sensitive Intelligence capabilities.
The Joint Targeting Centre (JTC) Senior Intelligence Manager (SEO) role is responsible for leading a small team of HOI UK Intelligence Community (UKIC) integrees establishing and maintaining networks with internal and external partners at all levels of seniority.
You will be proactive in developing effective working relationships with colleagues, partners and stakeholders. You will report directly to the JTC management team and to the Deputy Head of HOI Sensitive Intelligence, and be responsible for working with Law enforcement, (primarily National Crime Agency (NCA) and UKIC partners) to increase tasking and collection capabilities and access to intelligence product to inform tactical, operational and strategic requirements.
A critical part of this role is key stakeholder engagements, the ability to develop and maintain relationships with, HOI, NCA and UKIC colleagues. You must be able to facilitate appropriately protected Intelligence sharing between partners and ensure tasking is passed to the right parts of the NCA, HOI, Border Force, Immigration Intelligence and partners.
Responsibilities
Duties include but are not limited to:
• Providing leadership and direction to teams of Intelligence staff, providing mentoring/coaching, guidance and support to staff in order to maximise their development, efficiency and morale, and deliver an effective intelligence service.
• Managing the receipt, triage and risk assessment of all incoming requests from HOI SIU, ensuring that intelligence meets the threshold for Government Communications Headquarters (GCHQ) activity, according to requirements and priorities under the Public Safety Mission.
• Having oversight of Organised Immigration Crime (OIC) and Borders related taskings from all partners, ensuring intelligence products are informed and developed, ensuring compliance with GCHQ policy and in line with Home Office priorities.
• Undertaking the role of quality assurance for dissemination of JTC product alongside Senior Analysts and other Operational Managers.
• Strategic and operational engagement with key internal and external stakeholders, customers and the wider organisation.
• Home Office Intelligence representative within GCHQ Public Safety Mission as subject matter expert for immigration and border security threat response, developing and maintaining relationships with Law Enforcement and UKIC colleagues to deliver intelligence product flows, whilst promoting the work and capability of HOI.
• Developing, maintaining and evolving processes, intelligence cycle, and core intelligence functions to assist decision making, identifying and managing threat risk and harm, and ensuring compliance with national standards and legislation.
• You will be required to successfully complete the GCHQ Operational Manager Delivery Programme to align with GCHQ and wider UKIC intelligence delivery protocol.
• You will also be required to complete the GCHQ Analyst Development Programme and become part of the ongoing joint working initiative between GCHQ and other law enforcement partners.
