An exciting opportunity to join Farnborough Primary CareNetwork as PCN Manager. This is a leadrole within the complex environment of primary care management. Delivering on awide range of business, data submission, transformation, and improvementinitiatives, the PCN Manager will be instrumental in progressing theFarnborough PCN development plan.
We are willing to consider both full time, part time or ajob share opportunity for the right candidates.
The role will involve some weekend working; however, thiswould be compensated with time off during the week. Flexibility is essential.
Main duties of the job
Providing strategic transformation supportand leadership, this role will work with member practices to break downchallenges to implementation across our population.
Developing strong relationships and engagingwith a wide range of stakeholders to ensure collaborative approaches to servicedevelopment and delivery, and to improve integration with the broader communityservices as our network matures.
To be responsible for managing agreedprojects with a focus upon developing the partnerships across primary care,community services, social care, mental health, the voluntary sector, andsecondary care that are enabling ongoing MDT development.
Responsible for disseminating new informationacross the member practices and tasked with coordinating shared learning events,actively supporting integrated ways of working while promoting standardisationfor efficiency purposes.
This role will be outward looking to help tosecure the PCNs resilience by actively seeking development opportunities andby coordinating proposals.
The PCNManager will be essential to recruiting and integrating new roles into ourprimary care teams and acting as line management for these new staff.

Based in an excellent location on the Hampshire/Surrey border inFarnborough, our MDT has a variety of clinical and non-clinical staff who work closelytogether to provide high quality care and deliver better health outcomes forour patients.
The Farnborough Practice Managers have a wealth of experience andare excited to work alongside the PCN Manager to develop and coordinate both existingand new services.
The successful candidate will be employed byVoyager Family Health on behalf of Farnborough PCN. Voyager Family Health is the largestGP practice within Farnborough.

Job responsibilities
The following are the core responsibilities ofthe PCN Manager. There may be, on occasion, a requirement to carry out othertasks - this will be dependent upon factors such as workload and staffinglevels:
a.Towork as part of a multi-disciplinary team and to provide day-to-day managerialsupervision to the PCN by leading and supporting quality improvement andperformance
b.Tosupport the recruitment, induction, and training of new PCN staff and to ensurethat all have the appropriate qualifications, registrations, training, accreditationand requisite skills to undertake the duties required of them at each practice
c.Towork closely with the relevant teams and practices to support networkimplementation and standardisation of agreed service change, contracts,policies, pathways, and quality improvement whilst acting as the point ofcontact for practice managers regarding delivery of a PCN project or scheme
d.Toliaise and work with different practices on an ad-hoc project basis
e.Tobe accountable for all projects and to ensure patient safety and quality ofcare is always considered and establish necessary monitoring and trackingprocesses
f.Tohelp staff within the PCN to understand and support the delivery of itsstrategic objectives and outcomes framework
g.Tocollate feedback/analysis data on behalf of the PCN to report to the ICB
h.Toco-ordinate the delivery of enhanced services and other service submissions onbehalf of the PCN
i.Toprovide management oversight at board and strategic meetings
j.Todevelop and run administrative systems for the organisation collaborationprojects
k.Towork alongside practice managers within the PCN for the setting up andmaintaining of new financial systems
l.Tomonitor and check the accuracy of the any submissions for enhanced services andcontractual requirements on behalf of the PCN and to ensure that all claims aresubmitted in good time and payment made and received
m.Toensure financial risks are recognised and appropriate action taken
n.Tomonitor expenditure, plan and monitor income and cash flow to ensure thatincome is maximised and that funds are available as required and practiceallocation of resources if fair and equitable
o.Topresent financial plans, strategic goals and any monitoring information andreports to the PCN on a bi-monthly basis
p.Toensure the PCNs compliance with GDPR and FOI along with other relevantlegislation and professional standards from GMC, BMA and LMC guidance
q.Toreview any latest guidance and to liaise with both PCN staff and practicemanagers to ensure that all are aware of and conform to NHS E, NICE, CQCrequirements
r.Tomanage risks and issues with supporting outcomes. These are to be reported tothe PCN Clinical Director
s.Toassist in the resolution of any complaints, resolving informal complaintslocally and assisting in the investigation of and response to formal complaintsas required
t.Towork with the PCN Clinical Director and any supporting groups for strategic andoperational planning processes to support the PCN objectives
u.Tosupport the delivery of QOF, incentive schemes, QIPP and other quality or costeffectiveness initiatives
v.Toestablish a business development plan
w.Tocreate a business continuity plan
x.Todevelop yourself and the role through participation in training and serviceredesign activities.
y.Toundertake all mandatory training and induction programmes
z.Tocontribute to and embrace the spectrum of clinical governance
aa. To attend a formal appraisal with yourmanager at least every 12 months. Once a performance or training objective hasbeen set, progress will be reviewed on a regular basis so that new objectivescan be agreed

Essential
1. Strategic understanding and experience of working in the NHS with extensive knowledge and understanding of the roles of the NHS organisation and of the primary care sector
2. Good practical and conceptual knowledge of healthcare improvement methods and practices
3. Experience of managing accounting procedures including budget and cash flow forecasting
4. Experience of performance management, including appraisal writing, staff development and disciplinary procedures
5. Experience of workforce planning, forecasting and development
6. Experience of working at a senior level in a project and/or transformation and/or business management area

7. Understanding of the governmental policy direction for primary, community and secondary care and as evidenced in the Five Year Forward View
8. Experience of developing primary care provision at scale, for example working with a federation or within a collaboration of practices
