Position Summary
This position is responsible for providing HR services and support related to onboarding, performance management, benefits administration, contract and salary administration, candidate testing, and backup recruitment support. The position is also responsible for ensuring HR systems work well and meet the needs of our clients.
Duties & Responsibilities
* Acts as a first point of contact for the department, dealing professionally and courteously with general enquiries and referring complicated higher-level issues to the appropriate People Services person.
* Prepares offers of employment and other employment-related correspondence including distribution of new hire packages and determination of benefit entitlement for all employee groups.
* Creates employee records in the HR system. Monitors and processes employee records for increments, regularization, time status, and seniority, working closely with Payroll to provide timely and accurate data for payroll processing.
* Administers the College’s absence management reporting by supporting system notifications, training, and problem solving.
* Conducts Candidate Testing and provides backup support for the recruitment process including creating job postings and maintaining records for all jobs using the online application system, scheduling interviews for shortlisted candidates, and notifying candidates of results.
* Runs and distributes a variety of HR employee-related reports as needed and performs regular audits to ensure all employee-related data is accurate and complete.
* Utilizes process improvement techniques to analyze and recommend changes to systems and procedures to ensure the efficiency of HR processes and accuracy of employee records and HR data.
* Serves as a resource on larger People Services initiatives and conducts user acceptance testing during system upgrades.
* Leads and acts as a project manager on PS Associate projects.
* Provides interpretations to candidates and employees on various People Services policies and procedures including the collective agreements, benefits and compensation (including pensions), and VCC terms and conditions of employment.
* Provides onboarding information to employees and their managers related to probationary performance reviews and directs the employee and manager to the Organizational Development team for tracking and action. Escalates any issues or problems to the appropriate People Services person.
* Provides support to members of the People Services department including acting as a backup for other People Services Associates.
* Provides general administrative support such as documenting and maintaining HR/employee records, and sorting and distributing People Services departmental mail.
* Performs other related duties as required.
Qualifications
Education and Experience
* Completion of a two-year diploma in Human Resources from a recognized educational institution.
* Two (2) years recent related Human Resources experience working with recruitment, HR, and payroll information systems within a unionized environment.
* Or equivalent combination of education, training, and experience.

* Detail-oriented with strong organizational skills.
* Demonstrated ability to multi-task and manage conflicting priorities and deadlines in a fast-paced environment.
* High level of proficiency working with desktop applications including MS Office.
* Ability to achieve accurate keyboarding speed of 50 wpm.
* Ability to perform Associate duties with deliberate speed and accuracy without immediate and constant supervision and to prioritize and make routine decisions independently.
* Must be flexible with a demonstrated ability to cope with a significant workload while working under pressure.
* Demonstrated ability to embrace change and look for ways to innovate and improve work processes through the use of process improvement techniques.
* Ability to act as a project manager on HR Associates related projects.
* Working knowledge of Collective Agreements and employment-related law.
Salary Range
$61,316 – $81,755 – $85,843 annualized (Pay Grid 5) normal starting salary placement is between $61,316 and $81,755. Compensation beyond the control/mid-point requires approval by the Public Sector Employer’s Council Secretariat (PSEC).
