Description Stowupland Parish Council - 2 Broomspath Road, Stowupland, Stowmarket, Suffolk IP14 4DB £29,269 - £36,648 per annum (pro rata), plus reasonable expenses and £26 per month working from home allowance 15 hours per week, with flexible scheduling for specific days and times Permanent Reference: 0842 Stowupland Parish Council is seeking applications for the position of Clerk and RFO (Responsible Financial Officer). This is a work-from-home role, with the requirement to attend monthly council meetings. Some village visitation and evening work will be necessary, and additional hours may occasionally be required with prior agreement. As the Clerk for the parish, you will provide essential administrative support to the council, assist the Chair in managing meetings, and offer advice on policy and legislation to facilitate effective decision-making. You will need to be passionate about improving the community, have a strong sense of commitment, motivation, and a willingness to learn. Reliability is key, and mentoring will be provided. While a CiLCA qualification, experience in local government, and living in or near Stowupland would be advantageous, they are not essential. Your responsibilities Preparing agendas, attending meetings, taking minutes, providing advice to Councillors on procedural and legal matters, and ensuring actions are followed up, while continuously reviewing policies and procedures. Managing all incoming and outgoing correspondence, serving as the primary point of contact for residents. Overseeing the Council's finances (Precept £56,000), to handle tasks such as invoice payments, VAT reclaims, budgeting, bank reconciliations, financial monitoring and reporting, preparation for internal audits, and completion of year-end procedures. Organising and submitting responses to planning applications. Uploading statutory information to the village website and notice boards, with occasional use of social media and other communication channels.
