Job Overview To support the implementation of a strategic Category Plan through tendering and ongoing management of the contract portfolio across varying expenditures and complexities, whilst ensuring compliance with the Trust's internal regulations and applicable legislation. The job holder will become a trusted advisor on procurement/commercial matters and help deliver the year-on-year financial targets and objectives.
Suitable for someone who has effective project management and planning skills for complex procurement projects running concurrently, as well as a clear understanding of best practice, procurement techniques and a history of successful delivery and a range of EU, public sector or commercial procurement and/or contractual experience. An understanding of the Public Contracts Regulations is required and an awareness of Department of Health policy on contracting and procurement is desirable.
Main duties of the job
To lead the Healthcare and Clinical category across both mental health Trusts to:
1. Provide professional commercial advice and support to all healthcare and clinical projects
2. Lead the development of appropriate sourcing strategies - including those covered by the Provider Selection Regime
3. Conduct competition processes which result in contracts that are fit for purpose and deliver the expected benefits
4. Provide commercial contract management support to contract owners, including managing supplier relationships
5. Drive efficiency and innovation
6. Be an effective leader and manager to drive maturity of the function and development of staff
