JOB PURPOSE To ensure accuracy to the senior finance team and senior managers of the organisation on the current workforce position. This role will need to work with service managers and other management accountants to ensure the establishment and budget is accurate. The post holder will be responsible for reporting vacancies for the organisation. Assisting setting budgets for the new financial year will be imperative in the role, so full understanding of services is required. This role will need to work with services to help implement workforce plans and support in reviewing staffing and making changes in ledger and ESR as appropriate. This role will also support the payroll and pension officer in day to day tasks. SCOPE AND RANGE This role will be responsible for ensuring the establishment and workforce budget across the whole organisation is accurate, reflecting any changes and working with ESR lead to ensure that ESR is kept up to date. This role will also support and cover the payroll and pension officer where appropriate MAIN DUTIES AND RESPONSIBILITIES The below list gives the main tasks of the postholder however due to the ever changing environment, post holder is expected to be flexible and pick up ad-hoc tasks where required Monthly and annual ledger closedown Meet budget holders to discuss establishments Help develop CIP plans Support with business planning Budget holder training Budget maintenance on ledger both WTE and GBP Investigate and report on variances Monitor new investments Support Approval To Recruit process Support the payroll and pension officer Below are some points for you to consider when compiling the responsibilities and duties. Responsibility for People Management No direct reports but expected to help develop the payroll and pension officer. Responsibility for financial and physical resources Responsible for looking after IT equipment and returning on leaving or as requested. Responsibility for administration Post holder is expected to be able to work on own initiative as well as a part of a team. Must be able to prioritise workload to ensure deadlines are met. Able to keep appropriate documents for backing and audit sign off. Must be able to represent the finance department when meeting service managers. Responsibility for people who use our services Post holder expected to meet budget holders to review budgets. Update ledger and ensure reconciliation to ESR WTE must be up to date to ensure no delay to recruitment. Responsibility for implementation of policy and or service developments Post holder must be able to support with budget setting work and keep up to date with workforce developments. Other Responsibilities Post holder must be able to work with payroll and pension officer and administer payroll forms as appropriate. They must follow DSE guidance. Risk Management In accordance with the Risk Management Strategy, employees will participate, whenever required, with the risk management process. They will support line managers by attending mandatory and statutory training, completing incident and accident forms for every adverse event or near miss that occurs, report all defects and complaints, and communicate any dangerous situation to individuals potentially at risk. Health and Safety at Work You must co-operate with those in authority and others in meeting the statutory requirements and in following policies and procedures. You are reminded that in accordance with the Health and Safety at Work Act you have a duty to take reasonable care to avoid injury to yourself and to others affected by your work activities. You will be notified where your post carries a requirement for immunisation. You may be required to be able to undertake physical intervention training and participate in physical intervention as part of a physical intervention team and Basic Life Support. Infection Control Livewell Southwest is determined to eradicate healthcare-acquired infection and puts a great deal of emphasis on the responsibility of all staff to ensure their own personal and others compliance with Infection Control including Hand Washing Policies. All staff must comply with infection control policies and guidance, attend relevant updates and report issues of concern to their immediate line manager if no action or explanation received, then it is the individuals responsibility to escalate their concerns to the Director of Operations or Chief Executive Office. Safeguarding Childrenand Adults All employees have a duty to safeguard and promote the welfare of children and adults and are required to act in such a way that at all times safeguards their health and wellbeing. Familiarisation with and adherence to national and local safeguarding adults and children policies is an essential requirement upon all employees. Livewell Southwest has specific safeguarding policies and in addition, employees also have a responsibility to practice and work within the multi-agency policy developed by the Safeguarding Adults Board and the Safeguarding Children Board. Staff are also required to participate in related mandatory and statutory training. Research For clinical posts at bands 5 and 6, there is an expectation that engagement in research will be part of this role. Therefore, an awareness of the value and relevance of research is expected and the post holder should either support existing research within their specialty area as appropriate or identify opportunities to raise awareness of research possibilities. For clinical posts at band 7 and above, the post holder will be required to actively participate in complex audits using research methodology, or participate as required in clinical trials or equipment testing, and will demonstrate high level involvement in local ongoing research projects. Sustainability and climate change All staff are expected to take responsibility for the reduction of carbon emissions within their area of the organisation. In particular this may relate to reducing energy consumption, making low carbon travel choices, consideration of goods and services being purchased, and waste reduction.
