Head of Clinical Effectiveness and Patient Safety (Internal Only)

Main duties of the job
The Patient Safety team incorporates Clinical Effectiveness and Clinical Governance and works to achieve the aims of the national statutory and regulatory requirements in relation to patient safety and clinical governance and effectiveness as a whole. The Head of Clinical Effectiveness & Patient Safety will work closely with the Head of Clinical Governance & Patient Safety and the Head of Risk Management with the management and delivery of clinical effectiveness and governance functions across the Trust. As a Patient Safety Specialist (PSS) the post holder will lead and where required, support patient safety improvement activity and ensure that systems thinking, human factors and just culture principles are embedded in all patient safety processes. Including the provision of expert specialist advice to directorate clinical and non-clinical staff.
Support in the continuous improvement of patient safety and clinical effectiveness, building on the foundations of a safer culture and safer systems in accordance with the NHS Patient Safety Strategy and participate in the implementation of the Patient Safety Incident Response Framework (PSIRF).
Undertake Patient Safety Incident Investigations and other reviews as relevant and promote patient safety thinking beyond why things go wrong in healthcare (Safety I), to examining why things routinely go right and how that can be maximised (Safety II).

Person Specification
Qualifications
* Masters level qualification or equivalent through post registration training and short specialist courses or experience
* Clinical Audit course certification
* Evidence of ongoing professional development
* Postgraduate qualification in a patient safety and/or Ergonomics and Human Factors
* Working towards a Chartership with the Institute of Ergonomics and Human Factors (CIEHF)
* Registered qualification with NMC or GMC
Knowledge
* Specialist knowledge of systems based thinking and thematic analysis within a complex organisational setting
* Specialist knowledge of clinical effectiveness within a complex healthcare setting
* Working knowledge of PSIRF and how clinical audit facilitates PSIRF principles.
* Have significant knowledge of national patient safety policy and strategy including levers for change in the NHS system.
* Project management, project implementation and change management skills
* Good understanding of complex issues within healthcare organisations and knowledge of recent policy developments
Skills
* Competent at using a computer with a range of Microsoft applications e.g. Word, Excel, PowerPoint
* Excellent communication and presentation skills
* Ability to communicate unwelcome information to staff, including challenging findings of investigations/reviews in line with the evidence base.
* Can work without direct supervision, effectively prioritise workload and deliver to deadlines.
* Ability to innovate and introduce lean ways of working to improve efficiency without compromising quality.
* Ability to undertake patient safety investigations using various methodologies including SEIPS
Experience
* Experience of undertaking audits against clinical governance or regulatory standards and producing detailed reports of findings.
* Experience of line managing responsibility for a department or service.
* Be able to interpret national advice and guidance and advise their organisation on how these should be implemented.
* Practical experience of effectively implementing changes to practice and policy as a result of learning from audit or patient experience.
* Experience of Datix or similar electronic integrated risk management system
* Experience of effectively implementing and delivering training programmes for clinical staff.
* Experience of successful management and achievement in a complex healthcare organisation.
