The Trust is at the forefront of cancer diagnosis, treatment and research and relies heavily on data, digital and technology services. Nearly two years from our implementation of both a new EPR and a new data warehouse this is an exciting time to be joining the highly regarded Informatics team in the role of Deputy Chief Information Officer (Informatics).
Key responsibilities of this role include ensuring high quality and accurate data provision, analysis and reporting across the Trust and to external stakeholders. The postholder will also be responsible for setting data requirements and standards, dataset design, data quality and assurance, clinical coding and classification and will be key in driving forwards the Trust's strategy to improve insight, outcomes and productivity through the use of data. In addition, the postholder will work closely with ICS and national teams to ensure data requirements are designed to be deliverable and meaningful and that submissions conform with all appropriate standards and serve the needs of the NHS.
Main duties of the job
Reporting to the Chief Information Officer (CIO), the Deputy CIO (Informatics) is responsible for ensuring that all Trust internal and external reporting, statutory data flows, coding, classification and data assurance processes are operating to high standard, in line with NHS and legal requirements as well as best practice standards. They are responsible for ensuring that these all remain resilient and able to meet the demanding and evolving needs of the organisation. They work to anticipate informatics-related issues, risks and inconsistencies and ensure these are addressed in order to provide high quality, accurate and meaningful information services for the Trust, its staff, patients and external stakeholders. The postholder will lead on providing the appropriate capability and capacity of resources to deliver informatics related initiatives and strategies. These strategies will be based on best practice and should support the wider strategic objectives of the Trust and its long term clinical, research and digital strategies.

Job responsibilities
The successful candidate will be a subject matter expert in NHS data with a good understanding of cancer clinical data and cancer pathways. They will have a track record of highly effective leadership of data and analytical teams, nurturing and developing staff and delivering consistent results across all domains of data management and analytics. They will have an expert understanding of analytical tools and methods and be highly effective at rapid problem solving and critical thinking. A can-do attitude and an ability to inspire and motivate staff are key attributes for this role.
Develop a vision and strategy for information services for the organisation that will be necessary to support existing and future processes for delivering healthcare at the Royal Marsden NHS Foundation Trust.
Supporting the collaborative delivery of data and analytical services across the Trust and its partners to create an analytically driven decision-making culture.
Develop a network of senior professionals, nurturing positive and collaborative relationships with key stakeholders across the wider organisation and NHS, and playing a proactive role in sharing best practice to build the reputation of the function.
To oversee day to day operational delivery of the information, data assurance and coding department to deliver robust information systems and services to support service planning, performance reporting and improving outcomes for the organisation.
Responsible for the design, documentation and validation of data processes, calculations and transformations used in the provision of contractual reporting including NHS income values, and statutory reporting (including waiting times). This includes ensuring all statutory trust data flows comply with latest NHS standards and the NHS data dictionary.
Responsible for ensuring that all data flows, reports and data management processes are conducted to the highest standards of GDPR and information governance principles.
Oversees departments operational, workforce, training and financial metrics, to ensure high quality delivery of services.

* Educated to Masters level or significant equivalent experience
* Evidence of specialist knowledge, or significant equivalent experience within a health informatics field
* Extensive knowledge of the culture and business processes for national information requirements
* Evidence of continuing professional development that enhances theoretical and practical knowledge

* Member of a relevant health informatics professional body

* Extensive experience of managing an Information or BI department at Associate Director or Director level. This includes day to day management, team organisation data product design and development
* A significant, demonstrable, in depth understanding of NHS data sources, definitions and data flows and their application in driving analysis and insight
* Significant experience in healthcare informatics and analysis and a good understanding of appropriate analytical and statistical methods
* Advanced knowledge and experience in managing large groups of analysts, stakeholders and strategic partners and delivering complex programmes of work
* An in depth understanding of NHS diagnosis, treatment and care operating models and knowledge of how these can be modelled / represented through data
* Experience of building complex models to provide actionable insight and undertaking complex analysis to discover new causal factors in a real world environment
* An excellent knowledge of the operations of a specialist cancer hospital and the business processes that surround it, including procurement processes
* Proven experience of implementing an effective comprehensive organisation-wide reporting solution
* Experience of line management and leading project teams comprising staff from multiple disciplines and skill sets across an organisation
* Experience of change management and overcoming resistance to change
* Experience of preparing business cases, programme reports and other documents for consumption at Board and Board sub-committee level
* In-depth understanding of the NHS strategic context for data and awareness of the opportunities for innovation driven by data in the NHS
