Description Job Description Do you want to be involved in work with stakeholders and Ministers to help to drive improvement in Scotland’s devolved taxes? If so, an opportunity has arisen in the Tax and Revenues Directorate to lead on important work to enhance and update the legislative framework in place for the fully devolved taxes and support the Scottish Government’s relationship with Revenue Scotland. This is your opportunity to help shape the legislation that helps raise nearly £1bn per year to fund Scottish public services. This post offers an excellent opportunity to build your skills in the development and delivery of policy, legislation and in stakeholder engagement and management. As a member of the Aggregates, Landfill and Devolved Tax Governance team, you will lead on aspects of legislative change related to the Revenue Scotland and Tax Powers Act. You will also be responsible for a range of other policy and legislative work, with a focus on ensuring that legislation supports a modern and efficient approach to the collection and management of the fully devolved taxes. This will involve providing policy advice to Scottish Ministers, preparing and running consultations, working with external stakeholders and progressing agreed legislative changes. You will work in partnership with officials from Revenue Scotland, reflecting their operational expertise and experience, to ensure excellent joint working arrangements are maintained. Responsibilities Act as a key point of contact and co-ordination for the Scottish Government’s relationship with Revenue Scotland. This includes supporting Ministerial bilateral meetings, responding to central commissions from the Public Bodies Unit and other areas of the SG, and providing the Secretariat for a new Partnership Board involving senior Scottish Government and Revenue Scotland officials. Lead on consideration of the case for changes to the Revenue Scotland and Tax Powers Act, in particular to support the efficient and effective tax collection and management by Revenue Scotland. This will include leading on consultations and any subsequent legislation related to Revenue Scotland’s use of digital and postal communications, and on its use of automation. Providing high quality briefing and advice to Ministers, special advisers, senior officials, communications colleagues and preparing responses to relevant PQs, FMQs, and FOI requests under the remit of the unit.
