TECHNICAL SERVICES MANAGER

Our client is a well-established and UK-listed Commercial Property Developer, with an asset sheet counted in the billions. Due to some internal changes, they currently seek a Technical Services Manager to be based at a mixed-use estate in Surrey and with some responsibility and travel to London/satellite sites. Guideline salary for this role is circa £60,000, and comes with an attractive package which includes an annual bonus, healthy employer pension contribution, healthcare, etc.
The role will involve implementing and maintaining effective management systems and procedures in the delivery and continuity of service of the Mechanical, Electrical, Transport and Public Health Services to the Tenant, while protecting and enhancing landlord assets within the Building/Estate. To contribute to the management of Health, Safety and Wellbeing for all users of the building/estate.
Minimum Requirements:
Candidates must be fully qualified in an engineering (mechanical or electrical) discipline, with at least five years of experience in a technical/engineering services manager role within a commercial environment. Along with core qualifications, additional training such as IOSH Managing Safely / NEBOSH would be beneficial.
This is a rare opportunity to work both “in-house”, as well as perhaps working closer to home for those in the Surrey & Hampshire area that are tired of the time and costs involved with the daily commute into Central London.
Duties:
1. Contract Management: Organise and attend monthly meetings with associated contractors. Monitor and interpret the correct functioning of plant and systems via the Building Management System or other means. Carry out random checks of critical plant operation. Review Contractors' reports and any proposals. Carry out regular audits and inspections of all plant, related areas, and equipment.
2. Compliance with all current legislation and recommended standards: Verify Contractors' Risk Assessments are up to date and appropriate to building and maintenance tasks. Ensure Pressure Vessel Written Scheme is up to date. Manage status of Lift Inspections and ensure all statutory inspections are carried out by the due date.
3. Provide day-to-day technical and operational support to Building Managers and Occupiers.
4. Manage the Permit to Work System and check method statements where appropriate.
5. Review Occupier License Applications and liaise with tenant consultants on any technical or operational revisions.
6. Undertake regular audits of the maintenance programme and investigate as necessary.
7. Prepare and manage engineering service charge budgets, including procurement as per company policies.
8. Management of all engineering data/reports, ensuring that appropriate action/follow-up is achieved.
9. Implementation, management, and development of the Concept planned maintenance system.
10. Ensure that the production of engineering service specifications, contracts and associated documentation properly represent the service requirement of the premises.
11. Ensure that the Building Management are regularly appraised of any new developments or issues of a problematic nature.
12. Ensure new buildings and areas of public realm are handed over in accordance with WCP and BE guidelines.
13. Set up new utility contracts for handed over buildings and public realm as required.
14. Ensure that the Property’s Electronic Security Systems are fully operational and maintained as per the Manufacturer’s guidance.
15. Ensure the requisite engineering standards executed in the management of buildings are commensurate with those standards promoted by the Board.
