The Design Authority is an essential part of the HMNB Devonport Nuclear Authorised Site. As a member of the DA engineering team the Design Manager for Mechanical Systems and Lifting will be responsible for providing assurance to the Engineering Head and Nuclear Facility Operators that the design intent for nominated Nuclear Safety Implicated (NSI) assets is met and maintained through life. As part of the Design Authority, the DM will work closely with other DA team members and industry partners to deliver infrastructure availability for submarine support and play a critical role in delivering fit for purpose infrastructure, for now and for the future, through the effective management of nuclear implicated assets. The Design Manager will provide the Authorised Site subject matter expertise and support relevant Facility Safety Cases through ownership and maintenance of Design Substantiation Reports (DSRs) and Design Reports for Mechanical Systems (Fresh, Salt and Demineralised Water Supplies, High and Low Pressure Air, Radioactive Effluent Discharge and Mobile Cranes. Ensuring that Hazard Listings and Fault Schedules are appropriate for the activities scoped and Safety Class Analysis is undertaken. This will include identification of Examination, Inspection, Maintenance and Testing (EIMT) requirements and ensuring appropriate Operating Instructions are in place. The DM will provide advice to the Engineering Head and Facility Operator on the impact of findings from EIMT activities and make recommendations on the acceptability of maintenance status as well as directing required corrective actions. The DM will author, assess and approve Concessions and Design Changes on NSI assets and infrastructure where appropriate. The DM will Understand the initial and remaining lifespan of NSI assets and own long-term improvement plans for Mechanical and Lifting systems, ensuring that commissioning and Decommissioning requirements are appropriately and clearly identified. The DM will provide expert support to Nuclear Engineering Safety Committee (NESC) and Design Authority Committee (DAC) as required by the Engineering Head. The DM will be responsible for the retention and management of lifetime records and technical information related to their area of expertise. Person specification An engineer with a proven background in high hazard environments, the post holder will be responsible for the oversight of a small team and have a portfolio of nuclear implicated assets to manage. Relationship management skills are key and the post holder should be able to build and maintain strong working relationships with internal and external stakeholders to support successful delivery. A manager of people, they must be able to develop a small team and look after the workforce and their well-being. They must be able to deal with all HR functions, recruitment, performance, attendance and discipline. They will have experience in collaboratively working with leaders and other key stakeholders to identify and manage dependencies and risk to deliver organisational level outcomes. Good communication skills are required, and they must be able to inform project and governance artefacts, including Business Cases; Project Initiation Documents; User Requirement Documents.
