We are looking for a dedicated and highly motivated individual with a passion for supporting vulnerable individuals experiencing homelessness to join us as a Target Priority Group (TPG) officer.
This role is part of our government-funded RSPR grant and will be a 1 year fixed term contract until April 2026. The successful candidate will provide frontline support to rough sleepers working within Norwich City Council’s rough sleeper team.
Job Description
This role will primarily focus on those in the target priority group. This group of people are highly complex and have usually been seen sleeping rough over an extended period of time. This group often find it challenging to come indoors, maintain accommodation and engage with certain services.
The postholder will work as part of the rough sleeper team, delivering targeted interventions for individuals experiencing rough sleeping. You will assess their housing needs, work alongside Pathways Norwich, offer practical support, and make links to vital services. Working within the framework of the Housing Act and the Homelessness Reduction Act, you will play a key role in supporting the council's objectives of reducing homelessness and preventing rough sleeping in the area.
This is a challenging role assisting vulnerable clients in difficult circumstances and applicants should have experience dealing with rough sleepers and homeless clients.
Responsibilities
Key Responsibilities:
* Engage directly with rough sleepers and individuals at risk of homelessness to assess needs and provide tailored support.
* Deliver a comprehensive and assertive outreach, helping individuals resolve their housing issues through assessment, advice, and referrals.
* Work closely with partner agencies, Pathways Norwich, hostel providers to secure accommodation and support options for clients.
* Carry out risk assessments, safeguarding actions, and housing duty investigations in line with relevant legislation.
* Develop individual action plans that address the complex needs of clients, promoting self-sufficiency and long-term housing stability.
Skills Required
Key Skills & Experience:
* Experience working with vulnerable or disadvantaged individuals, ideally in rough sleeping or homelessness services.
* A good understanding of the issues and challenges faced by people who are rough sleeping or at risk of homelessness.
* Knowledge of housing law, including the Housing Act and Homelessness Reduction Act, and the local housing system.
* Excellent communication and interpersonal skills, with the ability to engage and build trust with people in difficult and often sensitive situations.
* Strong problem-solving skills and a creative, flexible approach to working with clients.
* Ability to work under pressure and handle difficult situations calmly and effectively.
* Experience of working with multi-agency teams and coordinating with other services to meet client needs.
