This role plays a vital part delivering each of these areas and the primary purpose is to ensure that the requisite number of Officers, Ratings and Cadets are deployed to vessels in a safe, timely, cost effective and consistent manner. Participate on a programme of ongoing Continuous Improvement initiatives. Ensure a comprehensive and coordinated end to end service delivery. Customer Satisfaction: Ensure that customers are satisfied by fulfilling all contractual obligations, acting efficiently, providing outstanding quality. Accountabilities Deputise in Crew Operations Managers absence · Customer / business partner mgt. in London Fleets, Brunei and Nakilat (as per Fleet Group assigned). Liaise closely with the manning agencies to ensure smooth transfer and follow up of information/planning to provide flawless execution incl. support to UPL regarding Ratings and Filipino Officers. Encourage development of the team –professional skills and personal effectiveness. Guide and provide realistic expectations around personal growth. Ensure the accuracy of activity, data records, expenses, Long Tour Bonus, SRA, resignations and retirements and LIA on Personnel database to successfully drive sea staff payroll and ensure timely release of funds to all seafarers. Monitor service providers (crewing & travel agents) and ensure service delivery and minimise costs. Develop, test and implement improvements e.g. Shipmate, Seafarer Portal and PowerBI but also non-system improvements e.g. End to End Mobilisation Cost projects. Assist with ad hoc projects, ship deliveries, transitions when required. Assist in Emergency exercises. Compliance with our Business Management System (BMS)/Proactively monitor and update BMS ensuring all teams work the same way. Focal point for associated with assigned vessels in cases of medical and other emergency repatriations and/or response situations where the welfare of our seafarers is paramount. Develop comprehensive roster plans for assigned vessels in line with core manning requirements. Minimise costs, through effective planning & daily monitoring in line with fleet requirements. Monitor legislation and regulations that will affect the business and ensure issues are mitigated before they become quality issues. Act as a single focal point for all sea staff enquiries associated with assigned vessels and co-ordinate the delivery of all responses - this will require the incumbent to effectively collaborate with other SSML team members in order to respond on all matters such as training, study, promotion, etc. Monitor vessel experience matrix and identify/implement options to maintain compliance, in line with Q88. Provide weekly relief plans to the vessels. Responsibility for any disciplinary issues; record management of disciplinary issues on board. Act as SSML representative in shore side Investigation Hearings and Lead investigator in SSML hearings. Ensure PDP process is adhered to in line with the Company disciplinary procedure. · Monitor crew travel arrangements with the manning team by running regular planning meetings (PDM meetings). Be part of the out of hours Duty Team if required. Review of Personnel between different fleet groups in order to accommodate the Company 24-month plan by managing the Manning Stats and identifying attrition gaps for recruitment requirements. Proactively communicate with Ship Management customers (primarily vessel superintendents and on-board Ship Management Team members) regarding vessel crewing plans and act as a 'single customer focal point' for enquiries; lead a weekly dial in. Delivery against existing KPI’s and own all aspects of individual vessel and overall group of vessels Crewing & Manning performance reporting i.e. Attrition, Recruitment, Promotions, Training, Planning / Relief on Time, Cost. Dimensions Across all Fleet Groups SSML manages a total spend of approx. USD 120 mln for approx. 1000 officers and 1000 ratings. In total, the personnel officers are directly responsible for approximately 4000 crew movements per year. Responsible for day-to-day interaction with the Manning Agents and monitoring of service levels. Focal point in cases of medical and other emergency repatriations and/or response situations where the welfare of our seafarers is paramount. Fleet groups can vary in size and complexity in terms of stakeholders and trading patterns, time zones, etc. The portfolio may cover one or more fleet groups. Dealing with multiple customers, and potentially fleet groups, that have varying challenges as well as hundreds of individual seafarers. Occasional travel is a requirement of the role. Duty of Care. Experience Proven ability to coach, lead and develop natural teams. Understanding of STCW and how Flag States incorporate these standards into regulation. Demonstrated ability to manage multiple inputs, effectively forecast and proactively identify solutions and contingencies in time critical situations. Excellent interpersonal and communication (verbal & written) skills with the ability to manage multiple stakeholder relationships. Rostering or scheduling experience is a distinct advantage. Analytical and problem solving skills. Strong record keeping experience.
