Sandwell Council is seeking an experienced Oracle Data & Reporting Analyst to join our ICT and Transformation team.
This is a fantastic opportunity for someone with strong technical and analytical skills to contribute to the Council's data-driven decision-making process. You will be responsible for managing and resolving user issues related to Oracle Cloud reporting, and extracting, transforming, and analysing data from Oracle databases to create insightful reports and dashboards.
The ideal candidate will be proactive, with a focus on data integrity and report accuracy, while also playing a key role in enhancing the Council’s business intelligence capabilities.
Key Responsibilities:
Support, Data Extraction & Transformation:
1. Serve as the initial point of contact for end-users, addressing their inquiries and issues promptly and professionally, related to reporting.
2. Provide clear and concise instructions to users for issue resolution or escalation.
3. Extract and transform data from Oracle databases using data extraction tools.
4. Ensure data accuracy, consistency, and integrity in the extraction and transformation process.
5. Liaise with third party support partner & system vendor as appropriate.
Support, Reporting & Analysis:
1. Analyse and identify the nature of reported requests and issues, categorising them for efficient escalation if necessary.
2. Document all relevant information in the support ticketing system and ensure all reporting related processes and procedures are maintained.
3. Utilise knowledge base resources and established procedures to perform basic troubleshooting for common technical, functional reporting issues.
4. Assist users in navigating the Oracle Cloud system and understanding basic functionalities.
5. Support, design and develop Oracle reports and dashboards using reporting tools such as Oracle Business Intelligence Enterprise Edition (OBIEE), Oracle Analytics Cloud (OAC), OTBI (Oracle Transactional Business Intelligence) or other relevant tools.
6. Analyse data to identify trends, patterns, and insights that contribute to informed business decision-making.
7. Design visually compelling and user-friendly data visualisations to effectively communicate complex information to stakeholders.
8. Liaise with third party support partner and system vendor as appropriate.
9. Support and provide knowledge share to business colleagues as and when required.
10. Assist with user testing for system upgrades and patching.
Data Governance:
1. Adhere to data governance standards and policies to ensure data quality, security, and compliance.
2. Work with the data governance team/service to resolve data-related issues and discrepancies for reporting.
Documentation:
1. Document reporting processes, models, and report specifications for future reference and knowledge transfer.
2. Keep documentation up to date with changes to report related data structures or reporting requirements.
3. Develop and maintain a reporting tracker/catalogue.
Incident Response:
1. Collaborate with the support team and wider ICT team to investigate and respond to data and reporting incidents related to Oracle applications.
2. Document incident response procedures and contribute to post-incident reviews.
3. Liaise with the business teams, third-party support partners and system vendors as appropriate.
Collaboration:
1. Work with cross-functional teams to understand reporting requirements, prioritize report development aligned with business goals, and collaborate on solutions.
Continuous Improvement:
1. Stay updated with new Oracle Cloud features and developments, recommending improvements to enhance reporting systems and capabilities.
Required Skills and Experience:
1. Proven experience in Oracle data reporting, data extraction, and analysis, preferably within a public sector or local government environment.
2. Familiarity with Oracle reporting tools such as Oracle BI (OBIEE), Oracle Analytics Cloud (OAC), OTBI and BI Publisher.
3. Strong knowledge of data governance standards, ensuring data security, compliance, and quality.
4. Excellent problem-solving skills, with the ability to troubleshoot and resolve reporting issues.
5. Ability to communicate technical information effectively to both technical and non-technical stakeholders.
6. A keen eye for detail and a proactive approach to identifying trends and providing actionable insights.
7. Experience in designing and developing reports and dashboards that are user-friendly and visually compelling.
8. Knowledge of Oracle Cloud system functionalities and an ability to guide users effectively.

The Council operates hybrid working, involving working from an agreed workplace location in the borough at least 2 days a week (subject to change). The post-holder must be willing to travel to different Council offices within the borough as required. A flexible approach will be needed; own transport is preferred.
